Job description

Advise and assist in the management and organization of resources and personnel needed to meet the objectives of each task efficiently and effectively, as well as explore new approaches as applicable within the performance of these tasks. 

Essential Job Functions:

Apply knowledge and experience in acquisition program management philosophy, policies, and procedures to DoD, USAF, and sister service systems, subsystems, and equipment procurement activities, including prime mission equipment and support equipment, post-award project/program management tasks, and planning for the accomplishment of various program milestones and acquisition programs throughout their life cycles. 

Assist with the development coordination and approval of contractual documents, such as, but not limited to:  memoranda of agreement, memoranda of understanding, Statements of Objectives (SOOs), PWSs, Statements of Work (SOWs), weapon system/subsystem Requests for Proposal (RFPs), Work Breakdown Structures (WBSs), mission need statements, Operational Requirement Documents (ORDs), Initial Capability Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), market survey requirements, life cycle support plans, life cycle cost estimates, milestone documentation, and Analyses of Alternatives (AoAs). 

The applicant shall perform material solution analyses leading up to design reviews.  The applicant shall produce or support development of draft documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.

Shall support development of reporting material and Commander's/ Director's Action Group  processes including, but not limited to:  Monthly Acquisition Reports (MARs), Defense Acquisition Executive Summaries (DAES), Selected Acquisition Reports, Section 804 Reports, and Senior Officer Communication and Coordination Electronic Resource activities.

Provide support for the full spectrum of actions required to award contracts, delivery orders, task orders, and other transactions, to include acquisition/contract strategy development, analyses, RFPs, review of proposals, contract negotiations, and post-award actions as assigned by the Government for weapon system/subsystem acquisitions. 

Provide assistance in risk management, project management, process improvement support, and logistics support. 

Participate in process improvement activities as members of, or advisors to, Integrated Product Teams (IPTs) and Product/Process Improvement Working Groups.

Assist in the collection of programmatic inputs from weapon system program offices for defining, developing, and managing the acquisition and development/ upgrades to the weapon system. 

Assist in determining program progress, including effectively communicating recommendations orally and in writing to higher organizational management.

Apply program knowledge for developing and coordinating responses to taskers in response to internal and external program inquiries.  The applicant shall assist in milestone planning, tracking, scheduling, briefing preparation, and staff coordination.

Support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts. 

Perform analyses to support program strategy decisions and courses of action. 

Provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation. 

Provide inputs, draft, coordinate with the appropriate F-22 Division branches and/or other Government agencies, adjudicate comments, and produce final versions of coordinated milestone documents and assessments. 

Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.

Support key acquisition events and reviews as needed, including, but not limited to:  System Requirement Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Test Readiness Reviews (TRRs), Technical Coordination Meetings (TCMs), Functional Configuration Audits (FCAs), Physical Configuration Audits (PCAs), Production Readiness Reviews (PRRs), and milestone documentation development.

Provide assistance to the Government for the development of key program metrics and shall perform periodic reviews to identify variances to program/project plans and potential issues for Government consideration. 

Development and review of metrics shall not only consist of traditional DoD acquisition performance metrics, but also consideration and implementation of modern measures of performance, to include commercial best practices and to support Agile and other transformative development methodologies.

Provide assistance to the F-22 program office in surveillance of Weapon System Prime applicant and Subapplicant performance and assist in determining program progress by providing feedback to the Government. 

Provide technical support, plan for, coordinate, and participate in integrated program reviews and conferences, including, but not limited to executive, readiness, technical, budget, design, weapon system, requirement working group, supportability, and management reviews. 

Assist in the review and analysis of Weapon System Prime applicant and Subapplicant earned value management systems. 

Provide support for the management of the action item process following each review. 

Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other support as needed.

Support the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process and staffing. The applicant shall assist in translating user requirement documents, such as the CDD/CPD and Concept of Operations (CONOPS) into Weapon System Prime applicant RFP documentation for the F-22 Division.

Provide support to process and complete AF Form 1067 Modification Proposal activities.  AF Form 1067 support includes logging, assigning review responsibilities, tracking completions, providing responses to the using command, and archiving results. 

Provide programmatic support for the using command's requirements and planning councils or similar requirement review processes.

Support Operational Flight Program (OFP) software development and testing processes, and of interpreting user requirements.  The applicant shall advise and assist the Government in its management of risk, cost, schedule, and performance of various OFP development efforts.

Required Skills

Must possess clearance Day One due to the sensitivity of the position.

A Bachelors Degree plus 8 years of experience or a Masters Degree plus 6 years.

Possess active Top Secret Clearance.
