Job description

VLinc is hiring a Senior Subject Matter Expert (SME) to support the U.S. Coast Guard's Medium Range Surveillance (MRS) aviation program under CG-931. The SME will provide full-spectrum acquisition lifecycle support-including planning, analysis, documentation, and logistics integration-primarily focused on the Obtain, Produce/Deploy, and Support phases. This role is critical to ensuring the continued success and modernization of the USCG MRS platforms through expert-level program support and coordination across technical and stakeholder teams.

Responsibilities

  • Lead acquisition support activities for the MRS program in compliance with DHS Directive 102-01, COMDTINST M5000.10, and the USCG Acquisition Lifecycle Framework (ALF).
  • Prepare documentation in support of Acquisition Decision Events (ADEs) and related follow-on actions as outlined in the Acquisition Decision Memoranda (ADM).
  • Conduct research, analysis, and drafting of key acquisition documents such as the Acquisition Program Baseline (APB), Risk Management Plans (RMPs), and Integrated Logistics Support Plans (ILSPs).
  • Support IPTs and WIPTs by coordinating logistics, distributing materials, and documenting meeting minutes and action items.
  • Manage program-level data including correspondence tracking, program review schedules, and workflow charts.
  • Assist with logistics readiness reviews, affordability assessments, and budget planning.
  • Route documents using USCG platforms such as the Task Management System (TMS) and the Document Coordination and Routing System (DCARS).
  • Serve as a liaison between government stakeholders, technical teams, and acquisition leadership.

Qualifications

  • Bachelor's degree in Aviation Management, Systems Engineering, or a related field.
  • At least 10 years of experience supporting acquisition programs, with 6+ years in aviation or defense-related projects.
  • Deep familiarity with the USCG acquisition process and relevant DHS directives.
  • Experience preparing high-quality acquisition and logistics documentation.
  • Strong skills in Microsoft Office, especially PowerPoint and Word, and knowledge of USCG tools (TMS, DCARS).
  • Demonstrated ability to work independently, communicate effectively, and manage multiple priorities.

Preferred Qualifications

  • Master's degree in Engineering, Logistics, or Public Administration.
  • PMP, DAWIA Level III in Program Management, or equivalent certification.
  • Direct experience supporting USCG MRS programs (e.g., HC-144 or C-27J).
  • Background in logistics modeling, system integration, or lifecycle cost estimating.

Work Environment

  • Location: Work will be performed at USCG Headquarters (Washington, DC) and/or APAC (Elizabeth City, NC).
  • On-Site Requirements: Position requires periodic in-person support. Workspace and IT equipment will be provided at APAC or HQ.
  • Telework: May be authorized on a position-by-position basis with approval from the COR.
  • Schedule: Standard hours are 0630โ€“1600, Mondayโ€“Friday, with occasional travel or after-hours work as needed.
