Job description

VLinc is seeking an experienced Senior Subject Matter Expert (SME) to provide high-level Program Management support to the U.S. Coast Guard Office of Aviation Acquisition (CG-931) and the Program Executive Office (CG-93). This role supports strategic-level activities including internal and external communications, acquisition documentation, congressional deliverables, and interagency coordination. The SME will act as a trusted advisor to the Assistant Program Executive Officer (APEO) and Program Managers across multiple aviation programs, helping to ensure alignment with mission priorities and acquisition objectives.

Responsibilities

  • Provide executive-level program management support to CG-931 and CG-93 leadership.
  • Develop briefs and presentations for USCG Acquisition Review Boards, DHS Portfolio briefings, and Congressional reports.
  • Coordinate, review, and ensure consistency across all Program-level deliverables, including responses to data calls and external inquiries.
  • Manage and track all actionable tasks via the USCG's DCARS and Task Management System (TMS).
  • Compile and consolidate documents, reports, and data into unified CG-931 deliverables for leadership review.
  • Support development of the annual Systems Integration Team (SIT) aviation budget submission and risk analysis.
  • Lead coordination of responses to Government Accountability Office (GAO), Office of Management and Budget (OMB), and DHS inquiries.
  • Advise APEO and PMs on best practices for acquisition documentation, communication, and reporting.

Qualifications

  • Bachelor's degree in Business Administration, Engineering, Public Policy, or a related field.
  • At least 10 years of experience supporting federal acquisition programs or executive-level program offices.
  • Extensive knowledge of DHS and USCG acquisition directives, including DHS Directive 102-01 and COMDTINST M5000.10.
  • Strong experience preparing and managing acquisition briefs, reports, and Congressional deliverables.
  • Proficient in MS PowerPoint and MS Word, with excellent writing and editing skills.
  • Familiarity with USCG task tracking systems such as TMS and DCARS.

Preferred Qualifications

  • Master's degree in Public Administration, Acquisition, or Systems Engineering.
  • PMP or DAWIA Level III certification.
  • Prior experience supporting CG-931 or similar DHS aviation program offices.
  • Experience synthesizing complex data into executive-level summaries and recommendations.

Work Environment

  • Location: Primary duty station is USCG Headquarters, Washington, DC.
  • On-Site Requirements: On-site presence required for key leadership meetings and coordination.
  • Telework: May be approved on a case-by-case basis by the COR.
  • Schedule: Standard hours are Mondayโ€“Friday, 0630โ€“1600, with some flexibility based on tasking and leadership priorities.
