Under general direction, the Electric Business Operations Program Manager plays a key role in supporting business processes that improve operational efficiency, internal service delivery, and cross-department collaboration. Primary responsibilities include serving as the department lead for electric utility procurements, leading strategic planning efforts within the department and in conjunction with the City's Organizational Development initiatives, managing special projects, and supporting the Customer Energy Solutions Department, which includes key account management and Distributed Energy Resources (DER).
This position is also cross-trained to support governance responsibilities as a staff liaison to the Electric Utility Advisory Board, including agenda posting and meeting coordination. This position also facilitates internal and external communications and assists with planning utility-wide meetings and events as needed.

Essential duties and responsibilities may include, but are not limited to, the following:
Contracts and Procurement Leadership
  • Program lead for contract development, procurement facilitation, and contract administration support for the Electric Utility including but not limited to:
  • Collaborate with departments across the electric utility to develop scopes of work for procurements.
  • Assist in preparing requests for proposals (RFPs), qualifications (RFQs), and other solicitation documents.
  • Act as the primary liaison between the electric utility and City Purchasing and Legal departments.
  • Monitor procurement progress and ensure timely routing and documentation of contracts.
  • Support compliance with City purchasing policies and utility financial procedures.

Leading Strategic Planning Efforts
  • Serve as the program lead for strategic planning initiatives within the electric utility and in coordination with the City's Organizational Development initiatives.
  • Coordinate the electric utility's ongoing work plan development process
  • Lead utility-wide strategic planning efforts, including assisting with task management, document tracking, and project schedule adherence.

Special Projects
  • Lead or support initiatives that span multiple departments, such as internal process improvements, technology rollouts, or strategic studies.
  • Provide logistical, administrative, and analytical support to ensure successful project execution.

Customer Energy Solutions Support
  • Support the Customer Energy Solutions Department by assisting the Key Accounts team with project tracking, data analysis, public engagement, and communications.
  • Serve as the liaison to the City's Communications and Public Engagement (CAPE) department.
  • Assist the DER team with program development, documentation, tracking, and reporting.

Budget Monitoring and Support
  • Review and report on financial performance and activity to ensure budgetary compliance; identify variances and inconsistencies.
  • Support the department's annual budgeting processes.
  • Collaborate with finance and accounting personnel to ensure accurate reporting and alignment with financial procedures.
  • Oversee administrative operations, provide cross-training to ensure continuity of services, and serve as backup to the Administrator as needed.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS
Education, Training, and Experience Guidelines
Bachelor's degree in business, communications, public administration, or a related field is preferred.
Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.
Knowledge, Skills, and Abilities:
  • Knowledge of public-sector procurement laws, procedures, and practices, including applicable statutes and City ordinances.
  • Skill in developing scopes of work, specifications, and procurement documents for a variety of goods and services.
  • Skill in contract management, administration, and enforcement.
  • Skill in evaluating proposals, analyzing costs, and supporting formal and informal selection processes.
  • Skill in writing professional documents such as memos, reports, and presentations.
  • Proficiency in maintaining spreadsheets, databases, and project tracking tools.
  • Ability to manage multiple priorities with strong attention to detail and organizational skills.
  • Ability to exercise sound judgment, tact, and diplomacy in interactions with staff, vendors, and stakeholders.
  • Ability to work independently and collaboratively as part of a team.
  • Ability to establish and maintain effective working relationships across departments and with external partners.

LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history upon contingent offer.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in an office environment with occasional off-site meetings.
Physical requirements include standing, sitting, walking, lifting, carrying, reaching, handling, fine dexterity, and visual and auditory acuity.
Hiring Range: $68,586.44 - $85,924.80, annually.
