Overview
U.S. General Services Administration Program Support
REI Systems is seeking a highly experienced Project Manager (PM) to lead delivery operations in support of the upcoming U.S. General Services Administration opportunity. The PM will serve as the primary point of contact to Government leadership and provide overall program leadership, direction, and coordination across multidisciplinary IT and AI-focused delivery teams.
This individual will oversee program execution across software engineering, cloud modernization, AI/ML implementation, cybersecurity, infrastructure, operations, and DevSecOps functions while ensuring alignment to contract performance, schedule, cost, and quality objectives.
The ideal candidate brings strong federal IT program management experience combined with hands-on exposure to emerging AI-enabled solutions and modern digital delivery practices.
Responsibilities
  • Serve as the primary interface between REI Systems and Government stakeholders, including Contracting Officers (COs), Contracting Officer's Representatives (CORs), and program governance bodies.
  • Provide leadership and oversight for multidisciplinary delivery teams supporting enterprise IT modernization and AI-enabled initiatives.
  • Manage program cost, schedule, scope, staffing, risk, and performance across Agile and iterative delivery environments.
  • Lead integrated project planning, execution tracking, reporting, and governance activities.
  • Oversee DevSecOps, CI/CD, cloud modernization, and operational service delivery activities.
  • Develop and maintain:
    • Integrated master schedules and project plans
    • Risk, issue, and action item logs
    • Resource and staffing plans
    • Performance metrics and status reporting
    • AI/ML governance and model management artifacts
  • Support AI-specific governance activities including model evaluation, bias and performance monitoring, explainability, and change management processes.
  • Ensure compliance with applicable federal security, privacy, and governance requirements including FISMA, FedRAMP, NIST RMF, and protection of PII.
  • Coordinate effectively across technical, operational, and executive stakeholder groups.
  • Prepare and deliver executive briefings, presentations, and formal program documentation.

Qualifications
Required Qualifications
  • Minimum of eight (8) years of progressive experience managing Information Technology (IT) programs and projects.
  • Minimum of five (5) years serving as a Project Manager supporting federal or comparable public-sector IT programs of similar scope, complexity, and contract value.
  • Minimum of two (2) years of direct experience managing projects involving Artificial Intelligence (AI) and/or Machine Learning (ML) solutions in operational or production environments.
  • Demonstrated experience managing Agile and/or iterative software delivery programs.
  • Experience leading multidisciplinary technical teams including software engineers, cloud engineers, cybersecurity professionals, DevSecOps personnel, AI/ML engineers, and operations teams.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and federal IT acquisition lifecycle processes.
  • Familiarity interacting with federal acquisition and governance stakeholders including COs, CORs, and executive review boards.
  • Understanding of cloud computing concepts including IaaS, PaaS, and SaaS environments.
  • Familiarity with federal cybersecurity and privacy requirements including:
    • FISMA
    • FedRAMP
    • NIST Risk Management Framework (RMF)
    • PII protection requirements
  • Strong written and verbal communication skills with the ability to communicate effectively with technical and non-technical audiences.
  • Ability to obtain and maintain all required Government suitability and/or security clearance requirements.

Preferred Qualifications
  • PMP certification or equivalent project/program management certification.
  • Experience supporting large-scale federal digital transformation or modernization initiatives.
  • Experience managing AI-enabled decision support, intelligent automation, large language model (LLM), or advanced analytics implementations.
  • Familiarity with human-centered design, product management, and platform-based delivery approaches.
  • Experience supporting programs within civilian federal agencies.
