Job description

Position Summary
We are seeking an experienced Program Manager to lead the planning, execution, governance, and delivery of a large-scale federal Data Management Services program. The Program Manager will oversee integrated program planning, executive communications, Agile delivery management, and risk governance while ensuring successful execution across multiple technical workstreams.
The ideal candidate possesses exceptional organizational, communication, and stakeholder management skills and is comfortable interacting with executive leadership and government customers.
This is a Part-Time position. Job location is the Washington, DC Metro Area. Hybrid or Remote options can be considered. Position is contingent upon contract award.
Key Responsibilities
Program Leadership & Data Governance
  • Lead overall program management activities supporting a federal data management services contract.
  • Develop, maintain, and manage an Integrated Master Schedule (IMS) that includes program milestones, dependencies, deliverables, and critical-path activities.
  • Coordinate planning and execution across multiple workstreams and Contract Line Item Numbers (CLINs).
  • Ensure alignment between technical, operational, and governance activities throughout the program lifecycle.
  • Establish and maintain program data governance processes, reporting cadence, and management controls.
Executive Communications
  • Prepare executive-level briefings, presentations, and decision-support materials for government leadership and cross-agency stakeholders.
  • Conduct biweekly program status reviews summarizing:
    • Accomplishments
    • Risks
    • Issues
    • Action items
    • Upcoming priorities
  • Develop concise executive communications tailored to both technical and non-technical audiences.
  • Support customer meetings, program reviews, and governance boards.
Risk & Issue Management
  • Maintain a comprehensive Risk, Issue, and Action Register.
  • Continuously monitor, assess, and mitigate program risks.
  • Track corrective actions through closure.
  • Escalate critical issues and recommend mitigation strategies to executive leadership.
Project Planning & Coordination
  • Coordinate integrated planning across technical teams supporting data management services.
  • Ensure consistent communication among engineering, operations, cybersecurity, cloud, and program management teams.
  • Track program deliverables and contractual milestones.
  • Ensure all management documentation is version-controlled, current, and accessible to the government customer.
  • Monitor resource utilization, schedule performance, and program health.
Team Leadership
  • Lead and mentor cross-functional IT teams supporting enterprise data management initiatives.
  • Foster collaboration across technical disciplines and government stakeholders.
  • Promote continuous improvement through Agile best practices and lessons learned.
Required Qualifications
  • Bachelor's degree in Business, IT, Computer Science, Engineering or related discipline.
  • 12+ years of progressively responsible experience managing complex IT programs/projects.
  • Demonstrated experience supporting Federal Government programs.
  • Experience managing enterprise IT teams supporting data management services or large-scale data modernization initiatives.
  • Experience managing programs utilizing AWS Cloud technologies and cloud-based data platforms.
  • Strong knowledge of:
    • Program governance
    • Integrated project planning
    • Risk management
    • Executive reporting
    • Stakeholder engagement
  • Experience managing Integrated Master Schedules (IMS).
  • Experience preparing executive briefings and communicating with senior government leadership.
  • Experience leading Agile software development and delivery teams.
  • Strong understanding of Agile methodologies including Scrum.
  • Excellent written, verbal, presentation, and facilitation skills.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Agile certification (Certified ScrumMaster, PMI-ACP, SAFe, or equivalent).
  • Experience supporting federal agencies with enterprise data management, analytics, or data modernization initiatives.
  • Experience supporting the U.S. Department of Transportation.
  • Experience overseeing cloud migration or modernization efforts within AWS.
  • Familiarity with federal IT governance, project lifecycle management, and government reporting requirements.
  • Experience supporting data repositories, metadata management, or enterprise information management programs.

Additional Requirements
Must be able to pass a federal background investigation prior to starting work and maintain eligibility throughout the engagement.
Salary range for this position is $70 - $83 per hour.
