Job Description

The Department of Youth and Community Development (DYCD) seeks a Program Manager to support and strengthen services for runaway, homeless, and unstably housed youth across New York City. Aligned with the Every Child and Family Is Known (ECFIK) initiative and the COMPASS expansion, the Program Manager will ensure that high-need youth and families receive coordinated, trauma-informed, and developmentally appropriate supports.
The Program Manager will oversee contract management, program quality, and provider performance across RHY programs, including crisis services, transitional living programs, drop-in centers, and community-based supports. This role will work closely with CBOs, city partners, and internal DYCD units to ensure programs meet safety, compliance, and youth development standards while integrating cross-system supports for youth with complex needs.
Key Responsibilities Plan, implement, and monitor RHY programs by assessing needs, reviewing performance data, and coordinating with CBO leadership to strengthen service delivery. Conduct regular site visits across all boroughs to evaluate program quality, safety, staffing, and administrative compliance, providing actionable feedback and technical assistance. Support providers in implementing ECFIK-aligned practices, including individualized service planning, family engagement, and coordinated referrals for high-need youth. Ensure RHY programs are prepared to support youth intersecting with COMPASS expansion sites, including afterschool engagement, academic supports, and wraparound services. Review and evaluate contract performance reports, fiscal documents, and program data to ensure compliance with DYCD standards and regulatory requirements. Utilize DYCD information systems (PTS/EMS, Passport, ECMS, HHS Accelerator) to track program performance, validate data, and support continuous improvement.
Develop summary reports, trend analyses, and recommendations to inform leadership decision-making and strengthen program outcomes. Provide guidance to contractors on corrective action, contract modifications, and quality improvement strategies. Collaborate with city agencies, community partners, and internal DYCD units to support cross-system coordination for youth with housing instability, mental health needs, or safety concerns. Support implementation of new RHY initiatives, including mental health hubs, emergency housing vouchers, financial literacy supports, peer navigation, and family stabilization services. Perform other related duties as assigned.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
