OBXtek is staffing for a Senior Program Analyst. The Senior Program Analyst provides advanced analytical, advisory, and coordination support for Army acquisitions, systems engineering, and technical or programmatic initiatives. This individual serves as a principal advisor to Program Managers, senior leadership, and Integrated Product Teams (IPTs), helping guide planning, execution, analysis, and reporting across the full project lifecycle in compliance with DoD and Army acquisition directives.
Key Responsibilities:
  • Lead or support the development, tracking, and assessment of program plans, schedules, budgets, cost estimates, and technical milestones.
  • Conduct detailed analyses of program performance, requirements, risks, and resource allocations to identify opportunities for cost savings, process improvements, and risk mitigation.
  • Prepare, review, and refine acquisition documentation (e.g., Statements of Work (SOW), Acquisition Strategy, Program Management Plans, Life Cycle Sustainment Plans, and Test & Evaluation documentation).
  • Provide technical and managerial recommendations to Government stakeholders for complex, multi-functional projects.
  • Collect, validate, and interpret large/complex data sets from multiple sources for trend analysis, reporting, and strategic decision-making.
  • Coordinate and facilitate meetings, briefings, and reviews for senior government and contractor teams, including preparing technical presentations and decision papers.
  • Support the development of performance metrics, dashboards, and custom reports for program status and deliverables.
  • Assist with the development of responses to external taskers, data calls, and audit findings.
  • Ensure all deliverables, analysis, and recommendations are compliant with Army/DoD standards, regulations, and best practices.
  • Mentor or lead junior staff in programmatic best practices and analytical methodologies.

Qualifications
  • Education: Bachelor's degree in Business Administration, Management, Engineering, or a related field from an accredited institution (Master's degree preferred).
  • Experience: Minimum of 10 years of progressively responsible program analysis, management, or acquisition support experience for Army, DoD, or federal programs.
  • Certifications: DAWIA Level II or III in Program Management or equivalent/federal acquisition certifications
  • Clearance: Active or ability to obtain Secret clearance
  • Skills:
    • Exceptional analytical and organizational skills.
    • Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Project) and project management or analytics tools.
    • Strong written and oral communication skills with demonstrated experience developing senior-level briefings, reports, and analytic products.

Desired Qualifications:
  • Experience supporting Army Program Executive Office (PEO) or similar acquisition environments.
  • Familiarity with DoD 5000-series, Army regulations, and federal program/project governance.
  • Knowledge of Earned Value Management (EVM), Life Cycle Logistics, Integrated Master Schedule/Integrated Master Plan development, and risk management techniques.
  • Prior leadership of cross-disciplinary analysis teams or complex, multi-phase programs.
