Job description

The Program Manager will provide the Defense Nuclear Facilities Safety Board (DNFSB)  onsite Program Management to manage the full spectrum lifecycle for technology, automation, communications and information systems for execution of this contract.


  • Responsible for all financial, technical, administrative, performance, and personnel aspects of the Gv&E contract and all component awards (e.g., Task Order/Delivery Order/Call).
  • Responsible for the integration of key enterprise platforms and enterprise data services to ensure seamless data exchange, unified data management, and improved informational accessibility across the organization.
  • Attend meetings and provide the IT Program Manager (IT PgM) and/or the IT PgM's designees with briefing information in the form of presentations, papers, and/or analyses as directed by the IT PgM.
  • Develop and maintain a Program Management Plan (PgMP) to include a project and administrative management plan as a foundation for technical direction and resource management planning.
  • Foster the leveraging of artificial intelligence (AI) integrations to enhance operational efficiency, strategic alignment, and data-driven decision-making.
  • Establish and maintain a mature, customer-focused program management framework that enables continuous delivery of program and project outcomes, real-time alignment between operational environments and business data, risk-aware decision-making, efficient resource utilization, and cost-effective contract performance
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees
  • Prepare and present regular program reviews, performance metrics, and executive-level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
  • Serve as the primary client relationship manager within the program office
  • Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff are adequate for meeting the deliverables.

Required:

  • Bachelor's Degree in Computer Science or a similar Information Technology Field.
  • 10 years' experience managing a program with an annual budget exceeding $9M
  • Certification in program management (i.e., Program Management Professional (PMP)
  • Knowledge of AI solutions
  • Demonstrated success in working with clients for on-contract business growth
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Demonstrated experience managing personnel
  • Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.
