Position Overview

Global Enterprise Services (GES) is seeking an experienced Program Manager to support enterprise infrastructure modernization and operational integration initiatives supporting the Department of Defense Information Network (DODIN) and Defense Information Systems Network (DISN).

The Program Manager will lead large-scale enterprise operations involving geographically dispersed teams supporting engineering, implementation, logistics, cybersecurity, transition management, and operational coordination activities across multiple CONUS and OCONUS locations. This position requires strong operational leadership, enterprise program management experience, stakeholder coordination, and the ability to manage high-tempo mission-critical operations within complex Federal and DoD environments.

The successful candidate will serve as the primary interface between Government leadership, subcontractors, operational teams, mission partners, and technical stakeholders while ensuring successful execution of program objectives, operational priorities, schedules, and customer requirements.

Required Qualifications

  • Bachelor’s degree in Information Technology, Engineering, Telecommunications, Computer Science, Business Management, or related field
  • 8+ years of experience supporting Federal or DoD IT, telecommunications, infrastructure modernization, engineering, or enterprise operational programs
  • Minimum 5 years of experience serving in a Program Manager, Deputy Program Manager, Task Order Manager, Operations Manager, or equivalent operational leadership role supporting large-scale enterprise environments
  • Demonstrated experience managing geographically dispersed teams supporting multiple CONUS and OCONUS operational locations simultaneously
  • Demonstrated experience leading large cross-functional technical teams supporting engineering, implementation, logistics, cybersecurity, transition, and operational support activities
  • Experience managing enterprise-scale operations involving multiple stakeholders, subcontractors, mission partners, and Government organizations
  • Experience managing operational execution within complex, high-tempo, mission-critical environments requiring coordination across multiple projects and operational workstreams
  • Experience with program governance, resource management, operational synchronization, risk management, schedule oversight, and executive-level reporting
  • Active Top Secret (TS) Clearance required
  • Must meet DoD 8570/8140 Information Assurance Workforce requirements for IAT Level II

Required Certifications

  • Program Management Professional (PMP) certification required
  • Must possess an active DoD 8570/8140 IAT Level II certification

Preferred Qualifications

  • Experience supporting Defense Information Systems Agency or other enterprise-level DoD network modernization programs
  • Experience supporting DODIN/DISN operational environments
  • Experience supporting enterprise implementation coordination, operational synchronization centers, or global deployment operations
  • Experience supporting large-scale infrastructure modernization, transport engineering, optical transport, secure communications, or implementation lifecycle management
  • ITIL Foundation certification or higher preferred
  • TS/SCI eligibility preferred

  • Provide strategic oversight for engineering, logistics, implementation, cybersecurity, transition, and operational coordination activities
  • Ensure alignment with Government mission objectives, operational priorities, schedules, and contractual requirements

Enterprise Coordination & Synchronization

  • Coordinate activities across technical teams, subcontractors, Government stakeholders, and mission partners
  • Support enterprise operational synchronization and implementation coordination activities across multiple operational locations
  • Manage rapid-response operational requirements, emergent tasking, and surge execution activities
  • Oversee operational communications, escalation management, and stakeholder coordination efforts

Program Management & Governance

  • Develop and manage program schedules, deliverables, staffing plans, operational reporting, and risk mitigation strategies
  • Lead program reviews, executive briefings, status meetings, and customer engagements
  • Monitor program performance, quality metrics, operational milestones, and resource utilization
  • Ensure compliance with program governance standards, operational procedures, and quality management processes

Operational Execution

  • Support implementation coordination, deployment operations, testing, operational transitions, and service activation activities
  • Oversee logistics coordination, equipment staging, deployment readiness, and operational planning activities
  • Ensure continuity of operations and mission support during implementation and transition activities

Compliance & Security

  • Ensure compliance with applicable Federal, DoD, DISA, cybersecurity, and operational requirements
  • Support secure operations within classified and unclassified environments
  • Maintain operational documentation, reporting, and compliance requirements
