Mission

Fed95, LLC, is a 100% Tribally-owned, Native American SBA 8(a) small business of the Nottawaseppi Huron Band of the Potawatomi (NHBP). Headquartered in Southwest Michigan and supporting federal contracts world-wide, Fed95 is part of a portfolio of companies managed by Waseyabek Development Company, LLC, a 100% Tribally-owned economic development firm focused on income diversification on behalf of NHBP. Fed95 is a well-funded experienced small business with substantial liquid assets and experience in federal contracting. Position Summary

Fed95 is seeking a Contract Program Manager (CPM) to serve as the senior on-site leader for the Hill Component Enterprise Data Center (Hill CEDC) IT Operations & Maintenance (O&M) contract at Hill AFB. The CPM is the primary contractor point of contact to the Government Program Manager (GPM), Contracting Officer’s Representative (COR), and Government technical leads, and is fully accountable for the execution of all Task Order requirements, including Program Management, Data Center Operations, and Risk-Based Management Framework. This role holds full responsibility for contract compliance, deliverables, staffing, financial performance, Integrated Master Plan/Integrated Master Schedule (IMP/IMS) control, Contractor Data Requirements List (CDRL) oversight, surge management, and operational continuity across a multi-million dollar Program of Programs supporting 2,000+ servers and 250+ applications in classified and unclassified enclaves.

Responsibilities

  • Serve as the single point of accountability for contractor performance under the Hill CEDC IT O&M contract.
  • Maintain continuous compliance with all contractual requirements, including CDRLs, Data Deliverables, reporting deadlines, and Data Accession List (DAL) submissions.
  • Develop, maintain, and update the Program Management Plan (PMP), Contract Work Breakdown Structure (CWBS), IMP, and IMS in accordance with MIL-STD-881F and DoW guidance.
  • Ensure 100% on-time submission of Monthly Status Reports, Program Management Reports (PMRs), Contracting Officer’s Management Reports, and staffing rosters.
  • Maintain Minimum Team Complement (MTC) staffing throughout the Period of Performance.
  • Oversee Service Desk triage, Service Level Agreement (SLA) adherence, and After-Action Review (AAR) production for Critical and High incidents with designated timelines.
  • Lead compliance with Change Management and Configuration Management.
  • Ensure cybersecurity compliance, including Risk Management Framework (RMF) sustainment, Security Technical Implementation Guide (STIG) implementation, vulnerability remediation timelines, and monthly advisory reporting to the Government Information Systems Security Manager (GISSM).
  • Oversee capacity planning activities and quarterly reporting, ensuring Hill CEDC meets sustainment and modernization demands.
  • Support Business Office functions including budget planning, DCORS, BOMS, BNJs, and fiscal year execution support.
  • Manage expedited, extended, surge, and Over & Above requirements, in accordance with SOW definitions and approval thresholds.
  • Lead Phase-In/Phase-Out activities and ensure continuity of operations.
  • Represent contractors at Program Reviews, Technical Interchange Meetings, 75 ABW/SC boards, and required stakeholder engagements.

Minimum Qualifications, Knowledge, Skills and Abilities

  • Bachelor’s degree in Information Technology, Engineering, Business Administration, or related discipline.
  • Project Management Profession (PMP).
  • Certified Scrum Master (CSM).
  • Active Secret Clearance.
  • Ability to obtain one (1) of the following two (2) within six (6) months of hire.
  • Certified Federal Contracts Manager (CFCM)
  • Certified Professional Contracts Manager (CPCM).
  • 10+ years of professional experience managing large-scale IT operations programs within an Air Force or DoW environment.
  • 5+ years of professional experience working directly with Government stakeholders in a program leadership role.
  • Experience managing programs involving cybersecurity compliance, data center operations, or enterprise service delivery.
  • Demonstrated knowledge of DoW IT lifecycle management, cybersecurity policy, and RMF execution, evidence by zero missed compliance reporting deadlines and no Government-issued Corrective Action Requests related to documentation or accreditation.
  • Working knowledge of CDRL management and contract data deliverables, demonstrated by maintaining 100% on-time and Government-accepted submissions across all reporting cycles.
  • Schedule management skill demonstrated by maintaining > 98% milestone adherence within the IMP/IMS baseline and reducing schedule variance through proactive risk mitigation.
  • Budget execution skill demonstrated by aligning spend plans and projections within approved funding ceilings and supporting fiscal-year closeout without Anti-Deficiency Act risk.
  • Ability to maintain full MTC staffing with no lapses in clearance, certification, or role coverage during the Period of Performance.
  • Ability to manage incident escalation and AAR reporting within required 24-hour and 3-business day timeline for Critical/High outages.
  • Pass a pre-employment drug screen.
  • Pass a background investigation, including but not limited to nationwide criminal record search, and other relevant background information deemed necessary by the contract.
  • United States citizenship is required to work on a federal contract and will be electronically verified via E-Verify.

Preferred Qualifications

  • Master’s degree in Information Technology, Engineering, Business Administration, or related discipline.
  • DAWIA Program Management Level II or III.
  • ITIL Foundation or ITIL Managing Professional.
  • Lean Six Sigma (Green Belt or Black Belt).

Working Conditions/Working Environment/Physical Demands:

  1. This position is performed in a professional environment, on-site at Hill AFB, Utah.
  2. Standard work schedule is Monday through Friday, during normally scheduled business hours, with occasional evening or weekend work required to meet critical deadlines.
  3. Core duty hours: Monday-Friday, 0600-1800 MST.
  4. Work involves extensive computer and secure network use, including periods of prolonged sitting, data entry, and screen time.
  5. The role requires working independently with minimal supervision, while also collaborating virtually or in person with CCS teams, subcontractors, and government stakeholders.
  6. Occasional travel may be required for customer meetings, training, or project-related activities.
