The Program Manager at Koniag Government Services plays a pivotal role in leading and managing complex contract operational support functions, ensuring successful project delivery while maintaining customer satisfaction and compliance with contractual obligations. The Program Manager will be responsible for the following tasks:
  • Serve as the program manager responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations.
  • Provide overall direction and oversight of program activities, ensuring alignment with program objectives, timelines, and budgets.
  • Manage and maintain the contractor's interface with the senior levels of the customer's organization, fostering effective communication and collaboration.
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules, costs, and contractual obligations.
  • Establish and maintain technical and financial reports to show progress of projects to management and customers, ensuring transparency and accountability.
  • Organize and assign responsibilities to subordinates, overseeing the successful completion of all assigned tasks and providing guidance and support as needed.
  • Assume the initiative and provide support to the OCIO (Office of the Chief Information Officer) and various program offices, ensuring seamless integration and coordination of efforts.
  • Serve as the task leader, managing a group of engineers and the full ADP (Automated Data Processing) life cycle in software engineering for a minimum of two years.
  • Level III (CR03) - Typically oversee all aspects of the project, leading a team on large projects or a significant segment of large and complex projects. Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.
  • Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources.
  • Other duties as assigned

Requirements
Education:
  • Bachelor's degree in a relevant field, such as Project Management, Business Administration, Computer Science, Engineering, or a related discipline.
  • Ability to obtain a Public Trust

Work Experience, Knowledge, Skills & Abilities:
  • Minimum of eight (8) years of experience in program management, project management, or an equivalent combination of education and training that provides the required knowledge, skills, and abilities.
  • Must possess two (2) years of task leader experience managing a group of engineers and the full ADP life cycle in software engineering.
  • Level III (CR03) experience, typically overseeing all aspects of the project, leading a team on large projects or a significant segment of large and complex projects.
  • Proven program and project management skills, including proficiency in project management methodologies, tools, and best practices.
  • Strong leadership and team management skills, with the ability to motivate and guide project teams effectively.
  • Excellent communication and interpersonal skills, with the ability to collaborate with stakeholders at all levels, including senior management.
  • Analytical and problem-solving skills, with the ability to identify and address complex project challenges and create innovative solutions.
  • Knowledge of industry standards, regulations, and best practices related to program management, project management, and software engineering.
  • Familiarity with applications systems analysis, systems development, systems maintenance, and production activities for necessary support resources.
