USFS is an ISO 9001 management consulting firm with headquarters in the National Capital Region and offices and staff in 12 US states.  USFS staff average 10+ years of professional experience, over 80 percent of our staff have bachelor's degrees, and over half have advanced degrees in business and technology. USFS was founded in 2010 and provides financial management, acquisition management, program management, and data analytic support services to federal and state governments.

We are looking for a project manager to be responsible for organizing programs and activities. You will be tasked with developing programs to support the federal agency's strategic direction, as well as creating and managing long term goals. You will also be in charge of developing budgets and operating plans for programs and writing program funding proposals.

In order to be successful in this role, you will need to have prior experience in both program management and team management. A bachelor's degree is required.

Program Manager Responsibilities

  • Organizing programs and activities in accordance with the mission and goals of the organization.
  • Developing new processes to support the strategic direction of the program.
  • Creating and managing long-term goals.
  • Developing a budget and operating plan for the program.
  • Developing an evaluation method to assess program strengths and identify areas for improvement.
  • Writing program funding proposals to guarantee uninterrupted delivery of services.

Assist with program and project planning cradle-to-grave acquisition activities to include, but not limited to, drafting requirements documents and assisting at various phases of the acquisition process.

Perform all pre-award and post-award functions with direction from supported official cradle-to-grave contracting. Submit contract file or document(s) as required.

  • Pre-award functions include market research, coordinating with stakeholders (e.g., Small Business Representative), publicizing contract actions, soliciting requirements, drafting evaluation of offeror's proposal(s), and drafting awards. Meet critical milestones (e.g., package receipt, ESIS, ASP, solicitation, evaluation, award).
  • Post-award functions include contract administration (e.g., the exercise of contract options), terminations, and closeout. Meet critical milestones (e.g., provide timely notice and exercise options unilaterally IAW FAR 52.217-9).
