IDD Program Manager

Department: Residential & Day Services
Reports To: CEO / Program Director
FLSA Status: Exempt / Full-Time

Position Summary:

The IDD Program Manager oversees the daily operations and quality of services within residential and day programs supporting individuals with intellectual and developmental disabilities (IDD). This position ensures compliance with all KDADS, HCBS waiver, and agency policies while promoting person-centered practices, dignity of risk, and independence for persons served.


This position is for a Program Manager to ensure consistent supervision, leadership, and support within the program. The ideal candidate will have demonstrated experience in crisis intervention and de-escalation techniques, strong communication and leadership abilities, and a commitment to promoting independence, dignity, and quality of life for all persons served.


Essential Duties and Responsibilities:

  • Program Oversight & Compliance
  • Manage the daily operations of assigned residential and day service programs, ensuring compliance with
  • KDADS regulations, HCBS waiver standards, and agency policies.
  • Conduct regular site visits to monitor service quality, staff performance, and environmental safety.
  • Ensure all documentation, including service delivery notes, ISP implementation, and Therap entries, are completed accurately and timely.
  • Participate in internal audits, quality assurance reviews, and corrective action plan development as needed.
  • Staff Supervision & Development
  • Recruit, train, and supervise Direct Support Professionals (DSPs), Shared Living Providers, and other program staff.
  • Conduct staff evaluations, provide coaching, and implement progressive discipline when necessary.
  • Facilitate staff meetings and ongoing training to promote professional growth and adherence to person-centered service delivery.


Person-Centered Support Coordination

  • Oversee the implementation of Individual Support Plans (ISPs), Behavior Support Plans (BSPs), and healthcare protocols.
  • Collaborate with guardians, case managers, nursing, and behavior support professionals to ensure holistic service delivery.
  • Monitor progress toward ISP goals and outcomes, ensuring services align with person preferences and needs.
  • Advocate for individuals’ rights, choices, and inclusion in community settings.


Health & Safety

  • Ensure each service site maintains compliance with health, safety, and emergency preparedness standards.
  • Respond to incidents, accidents, and emergencies according to policy, and ensure timely submission of event reports.
  • Coordinate with the nursing consultant to ensure medical follow-up and documentation requirements are met.


Administrative Responsibilities

  • Manage staffing schedules, overtime, and program budgets within established guidelines.
  • Track and report on program metrics, service utilization, and outcomes to leadership.
  • Participate in agency committees (e.g., Human Rights Committee, Quality Assurance, Mortality Review) as assigned.
  • Maintain confidentiality and uphold ethical and professional standards at all times.


Qualifications:

Education and Experience:

  • Bachelor’s degree in Human Services, Psychology, Social Work, or related field (required).
  • Minimum 3 years of experience working with individuals with intellectual or developmental disabilities.
  • At least 2 years of supervisory or program management experience (required).


Knowledge, Skills, and Abilities:

  • Strong understanding of Kansas HCBS IDD waiver regulations, KDADS standards, and person-centered service delivery.
  • Excellent leadership, communication, and organizational skills.
  • Proficient in Therap or similar electronic documentation systems.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Demonstrated problem-solving and conflict resolution skills.
  • Valid driver’s license, reliable transportation, and ability to pass all required background checks.
