What is a Program Manager IV?

Program Manager IVs are senior-level professionals responsible for overseeing complex programs within an organization, often supervising multiple projects and project managers. They ensure that all aspects of the program align with organizational goals, manage budgets, timelines, and resources, and communicate progress to stakeholders. This role typically requires extensive experience in project or program management, strong leadership skills, and the ability to handle high-level strategic planning and problem-solving.

How does a Program Manager IV typically balance multiple large-scale projects and ensure alignment across cross-functional teams?

As a Program Manager IV, you will often oversee several complex programs simultaneously, requiring strong prioritization and communication skills. You’ll coordinate with diverse teams—such as engineering, finance, and marketing—to set clear objectives, monitor progress, and resolve roadblocks. Regular status meetings, detailed project plans, and stakeholder updates are essential to maintaining alignment and ensuring goals are met. Leveraging project management tools and fostering collaborative team environments are common practices for managing workload and driving successful outcomes at this senior level.

What are the key skills and qualifications needed to thrive as a Program Manager IV, and why are they important?

Job description

RESPONSIBILITIES:
A client with Kforce is seeking a Program Manager IV to join their team.
Overview:
This role will own and drive the execution of QuickBooks' state-by-state sales tax filing expansion program, with responsibility for progressing approximately 25 remaining state integrations towards production launch by the end of July 2027. This is a hands-on delivery role rather than a PMO or governance position: the individual will personally move states through the launch lifecycle, initiate and manage operational conversations with state tax authorities, obtain required documentation and access, coordinate testing and certification, pursue outstanding actions, resolve blockers and escalate issues when necessary. Internally, they will work closely with Product, Engineering, Government Relations and other partners to ensure each state has a clear path to launch, while continuously improving the standardized processes, artefacts and operating cadence used across the program.
REQUIREMENTS:
* Bachelor's degree or equivalent practical experience in Business, Technology, Operations, Program Management or a related discipline
* Relevant professional experience successfully delivering complex cross-functional or external integration programs is more important than a specific academic background
* Strong program and delivery management skills, with demonstrated experience personally driving multiple complex workstreams through to completion
* Highly action-oriented, organized and persistent, with the ability to create momentum where dependencies sit outside their direct control
* Comfortable working directly with external organizations, navigating ambiguous or differing requirements, managing competing timelines and escalating appropriately when progress stalls
* Strong cross-functional communication and stakeholder management skills are essential, together with sufficient technical fluency to participate effectively in integration discussions and determine when Product or Engineering specialists are required
* Experience developing repeatable processes, improving delivery predictability and reducing execution cycle times is highly desirable
* Experience in tax, fintech, regulated industries, government integrations or similar environments is advantageous but not essential
* Program or project management qualifications may be beneficial but are not required
The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.
We offer comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
Note: Pay is not considered compensation until it is earned, vested and determinable. The amount and availability of any compensation remains in Kforce's sole discretion unless and until paid and may be modified in its discretion consistent with the law.
This job is not eligible for bonuses, incentives or commissions.
