Job description

Declassification Program Manager is responsible for overseeing the declassification review of classified permanent records in compliance with Executive Order 13526, Public Law 105-261, Public Law 106-35, and DOD Instruction 5200.01. This role requires active Top-Secret Clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) Clearance. The Program Manager will act as the primary interface between the contractor and government authorities, ensuring the successful execution of declassification projects.

**Contingent on contract Award**

Responsibilities:

  • The Program Manager shall act as the overall manager and administrator for the contract effort; serve as the working level primary interface and point of contact (POC) with Government program authorities and representatives on program / project and contract administration issues; supervise program / project operation by developing management procedures and controls, planning and directing project execution, and monitoring and reporting progress; manage acquisition and employment of program / project resources; and manage and control financial and administrative aspects of the program / project with respect to contract requirements.
  • Management and Administration: Oversee the day-to-day management of the declassification operations and serve as the primary point of contact between the contractor and government personnel and ensure that project plans and schedules are followed.
  • Supervision and Coordination: Supervise the team and ensure that tasks are completed on time. Coordinate with technical staff to ensure smooth execution and address any issues or challenges that may arise.
  • Technical Direction: Provide guidance and direction on technical aspects of the declassification process and ensure that all declassification activities comply with relevant regulations and policies. Prepare reports and updates for government authorities.
  • Resource Management: Manage program resources, including personnel. Ensure that resources are used efficiently and effectively.
  • Information Management (IM) Oversight: Monitor the management of information throughout the declassification process and ensure that all information is handled securely and in compliance with applicable regulations.
  • Contractual and Deliverable Management: Ensure that all deliverables are met in accordance with the contract and maintain clear and consistent communication with government representatives regarding status and any issues.


Requirements:

  • Must possess at least seven (7) years of experience in a professional work environment, at least five (5) of these years of experience managing federal contracts.
  • The individual must also have at least five (5) years of direct DoW experience with the standards, principles, practices, and processes related to all contract tasks, working experience with standard professional software, including Microsoft Office Suite and Adobe and experience managing administrative and operational issues involving staff and resources.
  • Bachelor’s Degree (or equivalent combination of education and/or experience);
  • Excellent oral and written communication skills.
  • The Project Manager must possess the ability to acquire the Historical Records Restricted Data Reviewer (HRRDR) certification.
  • Must have an active Top Secret Clearance with the ability to obtain and maintain SCI. Note: Top Secret Clearance Requires U.S. Citizenship

Preferred Qualifications:

  • Highly desired, but not mandatory additional qualifications include Project Management Professional (PMP) Certification from an accredited institution and a Master’s Degree.
