Job description

OLH Technical Services, LLC, a subsidiary of Three Saints Bay, a federal government contractor, is seeking an experienced and highly organized Program Manager to lead and oversee multiple Department of Defense (DoD) subcontracts. This role is responsible for ensuring successful execution across all contract requirements, maintaining strong relationships with prime contractor stakeholders, and ensure all tasking is executed in accordance with the contract requirements. This position is located in Newport, Rhode Island.
Position Responsibilities:
  • Provide overall leadership and direction for overall subcontract execution.
  • Manage and supervise personnel, including hiring, performance management, and professional development
  • Oversee program financials, including budgeting, forecasting, cost control, and reporting
  • Coordinate and execute personnel security actions in compliance with DoD and DoN requirements
  • Serve as the primary interface for the prime contractor
  • Participate in status meetings, program reviews, and briefings in support of the prime contractor.
  • Ensure all contract deliverables are completed on time, within scope, and within budget
  • Identify risks and implement mitigation strategies to ensure program success
  • Maintain compliance with contractual, regulatory, and company policies

Position Requirements:
  • Bachelor's degree in Business, Engineering, or a related field (Master's preferred)
  • 5+ years of Program Management experience managing DoD contracts or similar federal programs
  • Must have an active security clearance or be eligible to obtain and maintain one
  • Demonstrated experience in personnel management and team leadership
  • Understanding of program financial management responsibilities and government contract compliance
  • Excellent communication, organizational, and problem-solving skills

Desired Qualifications:
  • PMP (Project Management Professional) certification or equivalent
  • Experience managing multiple concurrent contracts or large-scale programs
