Position Summary

The Program Management Leader will serve as the site leader for program management and is responsible for the site integration of consistent project/program management methodologies set out by the division. This role manages and is accountable for the contract performance for programs or a set of related projects to achieve programmatic business objectives throughout the program lifecycle. Serve as the customer support and ensures effective program management processes, schedule, cost, resources, risk, program change management, and commitments to customers are met.

Responsibilities

  • Provides leadership and responsible for three direct reports. 

  • Manages a program or combination of programs of broad scope and complexity. Programs typically are for a large or a diverse set of customers, market segment(s) or product line(s).

  • Responsible for integrated program schedules, data integration, tracking of financial and quality performance, and implementation of corrective actions covering all areas of program responsibility. Addresses critical issues on complex programs and leads the team to develop action plans to improve performance.

  • Ensures successful customer relationships by responding to all customer requests and serving as the primary point of contact for program activities, status and problem resolution. Is responsible for the negotiation of contract changes related to scope management.

  • Serves as key presenter and facilitator at major program reviews. Ensures meeting actions are documented and communicated.

  • Acts as a consultant to management on specific programs or overall program management. Establishes goals and objectives required to complete programs. Provides mentoring within program management and leadership to varied project teams.

  • Works closely with other internal marketing and external sales teams to pursue new opportunities emerging from existing programs

  • Oversees and approves task planning on multiple significant projects or programs and ensures completion of key program milestones or deliverables, responsible for contingency planning efforts.

  • Provides oversite of programs and related projects teams to define and identify required expertise; provides feedback on contribution level and performance to team members. Responsible for plans, budgets, staffing, training, and development of direct staff. 

Qualifications

  • Bachelor degree (required), preferred in engineering, sciences, business or a related field. Advanced degree (MS/MBA) preferred

  • Demonstrated ability to perform the essential functions of the job typically acquired through ten or more years related work experience

  • PMP certification required, typically within 6 months of assignment. Additional certifications (e.g., PgMP, PMIRMP) preferred

  • Prior cross-functional and business experience with high-technology customers, products, and processes.

  • Aerospace and/or light manufacturing experience desired

  • Prior program or significant project management experience

  • Expert knowledge and proficiency with program management processes, methodology, and architecture

  • In-depth understanding of estimation methods and financial analysis methods for projects

  • Skilled at assessing cost and contract impact when negotiation alternatives. Must be able to integrate process and quality demands into the balance or resources, time, and functionality.

  • Ability to effectively demonstrate business skills and lead multiple projects, professional staff, and cross functional matrixed teams

  • Thorough knowledge of industry practices and the marketplace associated with fielded product or service

  • In-depth knowledge of aerospace commercial or military contracting and procurement requirements and understanding of financial, labor cost systems, and production processes

  • Ability to analyze and interpret complex policies, contractual language, and financial reports

  • Ability to respond to and negotiate with customers, regulatory agencies, or members of the business community

  • Ability to develop effective written communication and present information to various levels of management, customers, and/or suppliers
