Enterprise Systems Integrator / Program Integration Specialist

Salary Range: $150,000-$190,000 (negotiable based on experience)

We're looking for an experienced Enterprise Systems Integrator to support Intelligence Community (IC) enterprise integration efforts across multiple programs and technical domains. This role works directly with Government stakeholders and contractor teams to enhance program effectiveness, improve integration outcomes, and ensure alignment across technical, programmatic, and mission priorities.
The selected candidate will apply best practices, lessons learned, and systems engineering discipline to support end-to-end enterprise integration efforts requirements processes.
This role requires strong technical insight, program integration expertise, and the ability to operate across complex enterprise environments with multiple stakeholders and competing priorities.
RESPONSIBILITIES:
System Integration Expertise:
  • Support the integration and end-to-end system implementation of mission IT applications, meeting system security policies, operational requirements, and performance benchmarks.
  • Facilitate interface testing and validation to ensure interoperability and compliance between subsystems and existing classified IT environments.
  • Provide assistance to detailed technical assessments for contractor-delivered artifacts, ensuring that deliverables meet governance standards, technical specifications, and mission requirements.

Verification and Validation Support:
  • Conduct test planning, execution, and reporting, including regression testing and user acceptance testing (UAT), to validate system capabilities and readiness.
  • Utilize expertise in the software development lifecycle (SDLC) to contribute to requirements analysis, technical design reviews, readiness planning, and monitoring of deployed systems.
  • Develop and maintain critical documentation, including Interface Control Documents (ICDs), Interconnection Security Agreements (ISAs), and System Engineering Plans (SEPs) to facilitate system integration and security compliance.

Programmatic and Technical Collaboration:
  • Actively collaborate with key stakeholders, including ITS staff, contractor teams, and programmatic leads to strengthen communication between technical and non-technical teams.
  • Facilitate process alignment and cross-enterprise collaboration, optimizing decision-making workflows, system integration milestones, and unified program objectives.
  • Recommend process improvements, methodologies, and best practices to resolve integration inefficiencies and enhance communication across programmatic and technical domains.

Process Governance and Operational Alignment:
  • Provide integration support and decision-making expertise to ensure program activities remain aligned with ITS mission, objectives, backlog, and baselines.
  • Support evaluating Key Performance Indicators (KPIs) and system performance benchmarks, providing meaningful insights to leadership.
  • Coordinate with ITS staffs and team stakeholders to create and support forums, review systems, and align project deliverables with operational requirements.

Configuration and Documentation Management:
  • Manage configuration control by documenting and tracking system baselines using SharePoint, HIVE, Confluence, and other enterprise-approved tools.
  • Maintain version-controlled repositories to ensure transparency and traceability of material changes to controlled systems documentation.
  • Ensure all system integration deliverables and processes comply with established information handling policies and security requirements for classified systems.

Work Environment & Responsibilities / Collaboration & Engagement:
  • Proactively engage ITS staff, contractor teams, and cross-functional stakeholders to facilitate integration and program alignment.
  • Manage and deliver solutions that are compatible with mission objectives while addressing PU access limitations for non-privileged users.

Compliance and Risk Management:
  • Ensure the confidentiality and integrity of information following data protection and security standards.
  • Effectively mitigate risks by identifying and escalating system integration challenges and working with stakeholders to implement corrective actions.

Documentation and Reporting:
  • Deliver technically sound integration artifacts, including ICDs, ISAs, and test plans, test cases documents.
  • Provide well-organized inputs for leadership review via configuration-controlled repositories (e.g., SharePoint and Confluence).

REQUIREMENTS:
  • Active TS/SCI security clearance with CI Polygraph required.
  • Minimum of 8 years of experience in system integration, IT project management, and SDLC-related activities in classified or high-security environments.
  • Strong experience conducting end-to-end testing, system integration, and validation activities in enterprise systems and mission IT environments.
  • Demonstrated expertise in interface validation, compliance with technical design standards, interoperability testing, and integration of secure IT systems.
  • Extensive experience with Interface Control Documents (ICDs) and Interconnection Security Agreements (ISAs), ensuring seamless system and security integration.
  • Experience in analyzing contractor-delivered artifacts (e.g., requirements documents, system specifications, architectural designs) to ensure adherence to compliance and technical standards.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Visio) and enterprise collaboration tools (e.g., SharePoint, HIVE, Confluence).
  • Familiarity with mission focused IT systems in classified, air-gapped environments and practices such as Zero Trust Architecture.

Preferred Qualifications:
  • Knowledge of Intelligence Community (IC): Understanding mission requirements, IT systems, and specific environments.
  • Configuration Management Expertise: Hands-on capability in version control, governance, and compliance for baseline management.
  • Experience with Agile or DevSecOps methodologies, enabling iterative IT project development and deployment.
  • Familiarity with enabling technologies and workflows tailored for high-security environments, such as those used in IC air-gapped networks.
