Job description

Cape Fox subsidiary Mountain Point is seeking an experienced and dynamic Program Manager to lead and oversee multiple projects and capture efforts within a federal contracting environment. This individual will be responsible for managing a team of Project Managers across a portfolio of government contracts, ensuring successful delivery of client objectives, maintaining compliance with federal regulations, and driving growth through business development initiatives. This position reports to the Director of Construction Operations for Mountain Point, a construction company.

Work will be performed primarily within the North Dakota, Nebraska, Texas, Oklahoma, Louisiana, Mississippi, Alabama, Georgia, Arkansas, and Florida. General construction work will include building renovations and repairs; new construction; pre-construction services, IT and physical security upgrades; MEPs; Demolition; Civil/Utility work and all associated earthwork. The Program Manager is responsible for the planning, scheduling, organizing, directing and controlling assigned construction projects from start to finish according to schedule, specifications and budget.

The employee will provide management of projects, personnel, and clients with focus on project management, personnel management/mentoring, and business development. The employee ensures the accurate completion of all work products, proper quality control / quality assurance measures are in place consistent with corporate guidelines, and work procedures are performed in a safe manner. The ideal candidate will possess a strong background in federal program management, contract execution, team leadership, and government business development, including capture management and proposal development.

Additional responsibilities will be to establish, maintain, train, monitor, and improve company construction response efforts to interface with client, corporate, program, project, accounting, contracting, subcontracting, legal, and human resources teams in the areas of project controls, reporting, project cost tracking, compliance, scheduling, invoicing, staffing, subcontract management, and other government contract and corporate requirements The salary range (or hiring range) for this exempt position has been established at: $135,000. - $175,00.The above salary range represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting. This job will be posted until filled or withdrawn. Duties include: Provide leadership and oversight for a portfolio of federal contracts and programs. Supervise and mentor Project Managers to ensure effective execution of project scope, schedule, and budget.

Monitor program performance using appropriate tools and techniques to identify and resolve issues. Ensure compliance with contractual, regulatory, and corporate requirements. Serve as the primary point of contact for government clients and stakeholders on program matters.

Team Leadership and Resource Management Lead cross-functional teams, ensuring proper staffing, training, and professional development of Project Managers. Conduct regular program reviews and staff performance evaluations. Promote a culture of accountability, continuous improvement, and excellence in service delivery.

Business Development and Growth Identify new business opportunities within existing and prospective federal clients. Collaborate with capture managers, technical staff, and executive leadership to develop and execute capture strategies. Lead or support proposal development, including solutioning, pricing strategies, compliance checks, and oral presentations.

Build and maintain strong relationships with government stakeholders, industry partners, and subcontractors. Strategic Planning and Reporting Contribute to corporate strategic planning and revenue forecasting. Develop and present program and business development status reports to senior leadership.

Identify and mitigate risks to program and business development success. General Meet operational standards by contributing construction information to strategic plans and reviews; implementing production, productivity, quality, and customer service standards; resolving problems; identifying construction management system improvements. Supervise change proposals, proposal requests, requests for information; supplemental instructions and other contract documentation are required on behalf of Mountain Point Review and contribute to execution of responses to RFPs for new projects including subcontractor relations, estimate reviews, general conditions development, subcontractor proposal review, and all associated internal and external meetings.

Review and approve all subcontractor change orders and responses to government issued RFPs for modifications of existing contracts. Negotiations with Government on soul source responses, and subcontractor proposals for specific trade scopes. Review and contribute to all design build submission milestones Ensuring budgets are met.

Assist Contract Manager so that each subcontractor is provided with Mountain Point's subcontract package and all agreements, submittals, required government documents, W-9, Certificate of Insurance, Certified Payroll, Lien Waivers, Schedule of Values, etc. are signed and returned to Mountain Point headquarters Attend and participate in preconstruction progress, weekly meetings, coordination meetings, including project and subcontractor meetings Maintain high level of professionalism and carry out a policy of courtesy and superior customer service. Exercise tact, good manners and diplomacy Assist in the establishment, training, and management of corporate processes.

Travel as required Interview and hire project staff as necessary. Build and Manage construction schedules in P6, Microsoft Projects and/or excel. Enforce all client-required quality/safety policies and procedures Manage a team of project managers and manage contraction projects as necessary autonomously.

Knowledge of construction costs, scheduling, estimating and engineering principles and techniques, as well as accounting principles Long hours and weekends may be required to meet deliverables Strong oral and written communication and presentation skills, with the ability to communicate with others at all levels of the organization Ability to travel to company work sites, as needed Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986 Work Environment Primary work will be supporting construction efforts on U.S. Government contracts at military installations. Site Superintendents typically work full-time in a variety of settings, including offices, facilities or construction sites

The work typically involves considerable travel and fieldwork, and the employee can be exposed to dangerous or stressful situations. The employee must use safety equipment to minimize the risk of illness or injury. Employee must be able to work with minimal supervision, be flexible, cooperative and take initiative; work well under pressure, plan, be resourceful, and well organized; maintain an effective working relationship with co-workers and be polite and professional with the general public; maintain a professional approach towards work and a positive attitude and philosophy consistent with Company standards.
