The AVP, Clinical Programs and Analyticsis responsible forleading the design, implementation, and continuous improvement of clinically oriented, data-driven initiatives that advance partner performance, clinical outcomes, quality, risk adjustment, and operational effectiveness. This role serves as an outward-facing strategic interface with external partners, including health plans, technology, analytics, and clinical enablement partners, to translate business needs into practical clinical program designs and measurable execution plans. The AVP will partner closely with Medical Economics, and IT to strengthen clinical performance measurement, improve data management, and enable actionable insights that support value-based care performance.

This is an enterprise-facing leadership role that requires comfortoperatingin a developing function where priorities, processes, and accountabilities may evolve over time. The role will initially have no direct reports and will rely on strong matrix leadership, with project-based dotted-line support from analytics and technical leaders as initiatives are defined and executed.

You will focus on:
Partner-Facing Clinical Program Design and Implementation

  • Serve as the primary outward-facing interface with external partners for the design, implementation, and optimization of clinical, data-driven initiatives.

  • Translate partner needs, contractual priorities, clinical performance goals, and operational requirements into structured program plans, workflows, milestones, and success measures.

  • Partner with health plan, technology, quality, risk adjustment, and population health partners to support program implementation, performance monitoring, and issue resolution.

  • Represent the organization in partner discussions related to clinical program design, data exchange, reporting expectations, care gap closure, risk adjustment, quality performance, and value-based care outcomes.

  • Develop scalable approaches for clinical initiatives that can be adapted across markets, partners, and lines of business as the function matures.

Clinical Performance Metrics, Quality, and Risk Adjustment

  • Partner closely with Medical Economics to define,monitor, and interpret clinical performance metrics that support risk adjustment, quality submissions, care gap closure,utilizationperformance, and population health outcomes.

  • Support development of measurement frameworks, performance dashboards, scorecards, and operational reporting that convert data into actionable insights for clinical, operational, and executive stakeholders.

  • Collaborate with quality, risk adjustment, medical management, provider performance, and analytics teams toidentifyperformance opportunities and develop improvement strategies.

  • Ensure clinical program metrics are aligned with regulatory requirements, partner expectations, value-based careobjectives, and internal performance priorities.

  • Use data to explain performance drivers, clarify operational implications, and support accountability across cross-functional teams.

Clinical Data Management and IT Partnership

  • Partner with IT, analytics, clinical teams, and external technology partners to improve clinical data intake, quality, governance, integration, usability, and reporting.

  • Identifygaps in clinical data workflows, data capture, file exchange, source system integration, and reporting processes; develop practical solutions that improve accuracy, timeliness, and operational utility.

  • Support prioritization of technology enhancements, data management improvements, and analytics capabilities needed to execute clinical initiatives and measure outcomes.

  • Partner with technical teams to ensure clinical requirements are clearly defined, appropriately translated, andvalidatedthrough implementation.

  • Promote standardization of clinical data definitions, reporting logic, and performance metrics across programs and partners whereappropriate.

Cross-Functional and Matrix Leadership

  • Lead work through influence across clinical, analytics, IT, quality, risk adjustment, health economics, operations, and partner-facing teams.

  • Establish project governance, decision-making forums, action plans, and escalation pathways for initiatives that span multiple stakeholders.

  • Work with dotted-line project resources to ensure milestones, deliverables, dependencies, and risks are actively managed.

  • Operate with flexibility in an evolving role, helping define the future-state operating model,accountabilities, and staffing needs for clinical programs and analytics.

  • Communicate clearly with senior leadershipregardingprogram status, performance insights, barriers, risks, and recommendations.

The Skills, Experience & Education You Bring

  • Bachelor's degree in Healthcare Administration, Business Administration, Health Informatics, Data Analytics, Finance, Economics, ora related field.
    • Minimum of 12 years of progressive experience in healthcare operations, clinical programs, managed care, population health, healthcare analytics, health economics, risk adjustment, quality, or value-based care.

    • Experience leading cross-functional clinical or analytics initiatives involving external partners, health plans, provider organizations, technology vendors, or data platforms.

    • Experience with clinical performance measurement, quality submissions, risk adjustment, care gap closure, provider performance,utilizationtrends, or population health outcomes.

    • Experience partnering with IT, analytics, or data management teams to improve reporting, data integrity, system workflows, dashboards, or performance management tools.

    • Demonstrated experience leading initiatives in ambiguous or evolving environments where processes, scope, and accountabilities are still being defined.

    • Prior leadership experiencerequired;direct people management experience preferred but notrequiredat role launch.

    Preferred:

    • Master's degree in Business Administration, Healthcare Administration, Health Informatics, Data Analytics, ora relateddiscipline.

    • Experience in an MSO, IPA, ACO, health plan, payer-provider, delegated risk, Medicare Advantage, Medicaid, or value-based care environment.

    • Experience with healthcare analytics tools and platforms such as Power BI, Tableau, SQL-based reporting, Epic reporting tools, population health platforms, or partner-facing clinical data applications is preferred.

    The Base Salary for this position is $173,040 - $222,480/year
