Job Description:

Job Description Summary:

The Implementation Lead (TOIL) provides operational leadership and oversight for the IT modernization effort during planning, design, and implementation phases for multiple Air Force and Space Force bases globally. The implementation will oversee the modernization effort starting with survey, through design, installation, testing, and sustainment at multiple air force bases. The implementation manager has the responsibility to provide resource management, schedule, direction, administration and quality in the program's execution.

Primary Responsibilities:

Position will perform the following duties:

  • Project Planning - assist the Implementation Manager with the development and maintenance of essential project artifacts, such as: schedules, risk register, budget and resource allocations.
  • Project Baseline Management - assist the PM with establishing, monitoring and reporting variances against the project scope, schedule and cost baselines
  • Project Quality Assurance - Develops and administers a comprehensive quality management program to ensure all project deliverables meet customer and program standards
  • Reporting - assist the PM with the development and maintenance of project reporting artifacts including briefings, budget reports, daily and/or weekly progress reports
  • Coordination of task execution and resource management - interface with contractor and government Points of Contact (POCs) to coordinate base access, clearance, escorts, personnel and equipment to ensure project tasks can be completed on time.
  • Stakeholder Communications - assist the Implementation Manager with ensuring clear, consistent, timely and accurate communications are maintained with internal and external project stakeholders

Other tasks include:

  • Provides technical, administrative, and operational management of assigned projects, including contract and subcontractor management
  • Typically supervises assigned staff, may include subordinate supervisors and managers
  • Develops technical project plans, proposals, reports, and task order and administrative reporting
  • Perform high level technical services on assigned tasks
  • Conducts planning and provides recommendations to client on task workload
  • Manages risk tracking process
  • Attends customer meetings and serves as primary client liaison.
  • Interacts with vendors, other agencies, and other client staff on behalf of the client
  • Coordinates development of deliverables and products
  • Ensures quality assurance of project deliverables
  • Maintains current knowledge of relevant technology as assigned
  • Participates in special projects as required
  • Reviews project requirements and develops strategies for future work
  • All other duties as assigned

WHAT YOU'LL NEED TO SUCEED:

Required Skills:

  • Ability to work effectively in a virtual teaming environment.
  • Thorough understanding of Wired, Wireless, and RF networking and general IT functions
  • Ability to read, analyze and interpret technical procedures, documents and governmental regulations
  • Strong commitment to a team environment and the ability to work collaboratively
  • Strong coordination and organizational skills
  • Excellent written and oral communication skills
  • Oversee a team of 15+ employees

Required Experience:

  • 5+ years experience managing various aspects of enterprise IT as a service projects in the DoD environment.
  • Experience with procedures and requirements for obtaining Authorized Service Interruptions (ASI)
  • Familiarity with network design documents such as - Site Survey Reports, Preliminary and Critical Design documentation, As-built diagrams, rack elevations and circuit connectivity matrices

Education: Bachelor's Degree from an accredited institute in an area applicable to this position. Equivalent years of experience may be substituted in lieu of degree.

Security Clearance Level: DoD Secret Level Clearance required

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
