Job Summary:
The Program Director provides strategic leadership and operational oversight for the Mesa Community Action Network (MesaCAN), including the Workforce Program, Weatherization Program, Community Action Program (CAP), West Valley VITA, and SOAR Benefits Program. The position is responsible for directing program operations, staff leadership, fiscal stewardship, grant and regulatory compliance, community partnerships, and support of the MesaCAN Tripartite Board to ensure effective program administration, high-quality service delivery, and alignment with A New Leaf's mission and strategic priorities.
Responsibilities:
- Provide strategic leadership and operational oversight for the Mesa Community Action Network (MesaCAN), including the Workforce Program, Weatherization Program, Community Action Program (CAP), West Valley VITA, and SOAR Benefits Program.
- Develop, implement, and evaluate program goals, objectives, and strategies that support A New Leaf's mission, Community Action principles, and organizational priorities.
- Lead the development, implementation, and evaluation of new programs and initiatives that respond to emerging community needs and funding opportunities.
- Recruit, hire, supervise, coach, develop, and evaluate assigned staff while fostering a culture of accountability, collaboration, and continuous improvement.
- Develop, administer, and monitor program budgets while overseeing grant administration, contract management, reporting, regulatory compliance, and responsible stewardship of agency resources to ensure achievement of program and funding objectives.
- Ensure compliance with Community Services Block Grant (CSBG) requirements, Arizona Department of Economic Security (DES) regulations, Community Action Organizational Standards, and all other applicable federal, state, local, and funding requirements.
- Lead the Community Needs Assessment process and oversee implementation of the Community Action Plan through Results-Oriented Management and Accountability (ROMA), strategic planning, and continuous quality improvement initiatives.
- Develop, implement, and maintain program policies, standard operating procedures, and operational practices that promote compliance, consistency, and quality service delivery.
- Serve as the primary staff liaison to the MesaCAN Tripartite Board by preparing agendas, reports, recommendations, and performance updates while supporting the Board in fulfilling its governance responsibilities.
- Develop and maintain collaborative relationships with funding agencies, government entities, community organizations, employers, educational institutions, and other stakeholders to strengthen community partnerships and expand program impact.
- Identify and pursue funding opportunities, community partnerships, and other resources that expand services and support long-term program sustainability.
- Participate in organizational strategic planning and develop program strategies that align with agency priorities and evolving community needs.
- Monitor program performance, analyze operational and outcome data, and implement improvements that enhance service quality, operational efficiency, and client outcomes.
- Promote a safe, inclusive, and compliant work environment by ensuring adherence to agency policies, workplace safety standards, and required employee training.
- Represent A New Leaf and MesaCAN in community meetings, coalitions, public events, and other forums to advance the organization's mission, strategic priorities, and community partnerships.
- Perform other duties as assigned.
Qualifications:
Education:
- Bachelor's degree in Public Administration, Business Administration, Human Services, Social Work, Nonprofit Management, or a closely related field required.
- Master's degree in Public Administration, Business Administration, Social Work, Nonprofit Management, or a related field preferred.
Experience:
- Minimum of five (5) years of progressively responsible leadership experience in community action, human services, workforce development, housing, nonprofit management, or a related field.
- Minimum of three (3) years of experience supervising, coaching, and developing employees.
- Experience administering federally and/or state-funded grants, contracts, and programs, including budget development and oversight, regulatory compliance, and performance reporting.
- Experience with Community Services Block Grant (CSBG), Weatherization Assistance Program (WAP), Workforce Innovation and Opportunity Act (WIOA), Volunteer Income Tax Assistance (VITA), or other publicly funded programs preferred.
- Experience supporting or serving as the primary staff liaison to a governing board, advisory board, or similar oversight body preferred.
- Demonstrated experience developing and maintaining collaborative partnerships with government agencies, community organizations, employers, educational institutions, funding partners, and other stakeholders.
- Experience using operational and performance data to evaluate program outcomes, support continuous quality improvement, and achieve organizational goals.
Working Conditions/Physical Requirements:
