Job description

Position Summary: 

The WeCARE Program Director is responsible for overseeing all WeCARE operations for the Manhattan/Staten Island WeCARE contract. The Program Director is responsible for maintaining relationships with the New York City Human Resources Administration (HRA) and program partners while ensuring that contracted performance and quality of services meets or exceeds contractual goals and expectations. 

What You'll Do:

  • Executive oversight of all programmatic, financial, policy and administrative management activities and systems of the program. 

  • Ensure that the WeCARE leadership team is effectively managing process flow to contractual requirements. 

  • Manage the program contract and budget and ensures that the program processes are in line with the funder's current policies. 

  • Establish effective management and financial systems and controls to monitor and evaluate performance and financial outcomes, ensure compliance with contractual obligations and billing milestones, and achieve high quality service delivery. 

  • Represent the organization to the public and liaise with program funders, government officials, stakeholders, and other outside constituents. 

  • Make decisions based on expert knowledge of agency policy and procedures. 

  • Responsible for negotiations, budgeting, planning and financial management. 

  • Monitor program performance and metrics through use of data management system and adapt policy accordingly. 

  • Oversee quality control measures with emphasis on continual quality improvement and adaptation to changing policies. 

  • Foster innovation for continual refinement of program processes and execution to achieve maximized outcomes in program performance. 

  • Oversee development of controls and processes for managing and tracking workflow, goals, and expectations. 

You'll be a Great Fit For this Role If:

  • Advanced Degree from an accredited school in Public Policy, Health Administration, Business Management, Public Administration, Vocational Rehabilitation, Social Services, Non-profit Management or other related management or professional discipline. 

  • At least ten (10) years' experience in supervisory or management positions in rehabilitation or related field. 

  • At least five (5) years' experience directing vocational or employment related services.  

  • Experience managing performance-based contracts 

  • Experience with the NYC HRA or other large government systems combined with knowledge of public policy in the welfare to work and workforce development arena preferred. 

  • Experience working with Case Assistance/TANF recipients, the homeless, formerly incarcerated people, and those affected by the challenges associated with poverty with an emphasis in medical and mental health as well as substance use disorder. Or an equivalent combination of related education and experience.

$140,000-$150,000
