Program Director information

What is a program director?

A program director is an upper-management position found within organizations across almost all industries. Your primary job duties include coordinating, implementing, and overseeing all details of a company’s operation and programs. You monitor the budget, create community programs, supervise other managers, and develop better business practices. The exact job duties vary widely depending on industry and employer. Some program directors oversee the entire organization while others oversee specific departments. Though almost all industries utilize program directors, the two most commonly seen are business and healthcare.

What are the key skills and qualifications needed to thrive as a program director, and why are they important?

To thrive as a Program Director, you need strong leadership, project management, and strategic planning skills, usually supported by a relevant degree and several years of management experience. Experience with budgeting software, project management tools like Asana or MS Project, and familiarity with compliance standards are often necessary. Exceptional communication, decision-making, and conflict resolution abilities are critical soft skills that set top Program Directors apart. These skills are crucial for aligning teams, driving program success, and ensuring organizational goals are consistently met.

What are some common challenges program directors face when overseeing multiple projects or initiatives?

Program Directors often encounter the challenge of balancing competing priorities across several projects, while ensuring alignment with the organization’s strategic goals. Managing diverse teams, coordinating resources, and addressing unexpected obstacles—such as shifting stakeholder requirements or budget constraints—are common aspects of the role. Effective communication, adaptability, and strong organizational skills are essential for navigating these complexities and ensuring successful program delivery. Collaboration with senior leadership and cross-functional teams is also crucial for resolving issues promptly and maintaining program momentum.

Job description

 Req Id: 431508

Connection is everything. It drives us to innovate, explore, and stay close to what matters to us most. At Bell, we're building a more connected future through world-class networks, AI-powered solutions, and digital experiences that elevate how people live, work, and play every day.

We believe in empowering people. That's why we equip our teams with cutting-edge technology, AI tools, and a collaborative environment that supports creativity and growth. Want to be part of a diverse team where your work makes a real impact? If you're inspired by innovation that advances how people connect and transforms what's possible, you belong on #TeamBell.

On the Bell Business Markets team, you'll be a vital part of making innovation happen for enterprise-scale customers. You'll deliver advanced solutions in areas such as IoT, Mobility/5G, Cloud, Cyber Security, Voice, Collaboration & Contact Centre and Internet & Private Networks.

At Bell, your skills and expertise will help set us apart as we continue to be the leading provider of digital connections and next generation services to businesses and governments.

Summary

Bell's AI Fabric initiative is pioneering a secure, sovereign AI compute network across Canada. This ambitious portfolio features seven large-scale, high-density data centers, anchored by a 500 MW B.C. supercluster and a 300 MW flagship site in Regina, Saskatchewan.

As Director, Site Construction, you will be the senior on-site authority accountable for the physical delivery of these facilities, from groundbreaking through construction, commissioning, and operational handover. This is a build-from-the-ground-up leadership role where you'll turn design intent into safe, on-schedule, on-budget, AI-ready infrastructure-shaping how one of Canada's most ambitious infrastructure programs is built at a formative stage.

Key Responsibilities
  • Lead all on-site construction activities across assigned data centre builds-from site mobilization and civil/structural works through MEP fit-out, commissioning, and turnover to operations.
  • Own construction schedule integrity and cost performance for multi-hundred-million-dollar builds, driving predictability and eliminating surprises through disciplined field execution.
  • Manage general contractors, EPC partners, trades, and vendors, holding them accountable to scope, quality, safety, and milestone commitments.
  • Champion a zero-incident safety culture and ensure full compliance with occupational health & safety regulations, site protocols, and environmental standards.
  • Ensure construction quality meets mission-critical design standards and partner on integrated commissioning (Cx) to validate power, cooling, and resiliency systems ahead of handover.
  • Collaborate cross-functionally with engineering, program controls, procurement & asset management, and operations to align field execution with design standards and capacity plans.
  • Provide clear, on-the-ground status, risk, and progress reporting to Capital Programs leadership and AI Fabric executives.
  • Oversee permitting, inspections, and adherence to local building codes and jurisdictional requirements across multiple provinces.
  • Drive change governance and field-level risk management, escalating and resolving issues before they impact schedule or budget.
  • Build, mentor, and scale high-performing site construction teams as the national program grows
Critical Qualifications
  • 12+ years leading large-scale construction programs, with recent, direct experience delivering hyperscale or mission-critical data centre builds (100MW+ preferred).
  • Proven track record as the senior site leader on complex capital projects-owner-side experience strongly preferred, with credibility to manage GC/EPC contractors.
  • Deep familiarity with data centre construction sequencing, MEP integration, and high-density/liquid-cooling environments.
  • Strong command of commissioning processes, including LOD design classification and Cx execution.
  • Expertise in construction scheduling and cost control tools (e.g., Primavera P6, MS Project) and integrated master scheduling.
  • Demonstrated safety leadership on active, complex construction sites.
  • Ability to lead multidisciplinary field teams and influence senior engineering, contractor, and executive stakeholders.
  • Strong change governance, risk management, and executive reporting capabilities.
  • Degree in Construction Management, Civil Engineering, or related discipline; P.Eng., PMP, or Gold Seal certification an asset.
  • Willingness to be on-site and travel between Canadian build locations as the portfolio scales.

Adequate knowledge of French is required for positions in Quebec.
