Training & Development Manager – NYC DHS Shelter Operations


Position Title: Training & Development Manager – DHS Shelter Programs
Location: New York City, NY
Reports To: Chief Operating Officer / Executive Director
Status: Full-Time
Position Summary
Project ReDirect, Inc. is seeking an experienced and dynamic Training & Development Manager to oversee all staff training activities across our New York City Department of Homeless Services (DHS) shelter programs. This position is responsible for developing, implementing, monitoring, and evaluating training programs that ensure compliance with DHS regulations, agency policies, contractual requirements, and industry best practices.
The Training & Development Manager will create a culture of continuous learning and accountability while ensuring that all employees—from Residential Aides and Shift Supervisors to Case Managers, Directors, and Executive Leadership—receive consistent, high-quality training that promotes operational excellence and superior client services.
Essential Duties and Responsibilities
Training Development and Delivery
• Develop, coordinate, and facilitate comprehensive onboarding and ongoing training programs for all shelter staff.
• Ensure consistency of training across all NYC shelter locations.
• Create and update training curricula, manuals, presentations, and learning materials.
• Conduct classroom, virtual, and hands-on training sessions.
• Coordinate annual refresher trainings and mandatory recertifications.
DHS Compliance Training
• Serve as the agency subject matter expert on DHS policies, procedures, and contractual requirements.
• Ensure all employees are trained on DHS Standards and Procedures, Callahan Requirements, Client Rights and Responsibilities, Confidentiality and HIPAA, Incident Reporting, Workplace Safety, Fire Safety and Emergency Preparedness, HMIS/CARES systems, Mandated Reporting, DEI, Trauma-Informed Care, Crisis Prevention, Customer Service, Professional Ethics, Documentation Standards, and Housing Placement requirements.
Quality Assurance and Monitoring
• Conduct training audits and compliance reviews.
• Maintain training records and employee certifications.
• Track completion rates and ensure compliance with DHS and agency requirements.
• Identify training deficiencies and implement corrective action plans.
Leadership Development
• Design and facilitate leadership development programs for supervisors and managers.
• Coach supervisors on communication, employee engagement, performance management, and accountability.
• Support succession planning and professional growth initiatives.
Collaboration
• Work closely with Human Resources, Operations, Quality Assurance, Compliance, and Executive Leadership.
• Participate in DHS audits, site visits, and regulatory reviews.
• Assist with policy development and implementation.
• Support new program start-ups and expansion efforts.
Qualifications
Education: Bachelor's Degree required; Master's Degree preferred.
Experience: Minimum five years in training, workforce development, shelter operations, or human services, with supervisory experience preferred.
Performance Expectations
• Achieve and maintain 100% compliance with mandatory training requirements.
• Standardize training practices across all shelter locations.
• Reduce compliance deficiencies through proactive training initiatives.
• Support successful DHS, Callahan, Coalition, and regulatory reviews.
