Job description

Ramos CS, now a part of Colliers Engineering & Design, is actively hiring a Program Design Manager. The Program Design Manager will serve as the Airport Authority’s lead representative for all design-related activities, providing executive leadership, oversight, and coordination of planning, design development, design integration, and design delivery efforts throughout the program lifecycle. The Program Design Manager will be responsible for directing and integrating all pre-design, design development, design delivery, and design support services performed by multiple consultants under separate contracts, ensuring a coordinated and consistent approach that aligns with the Airport Authority’s goals, operational requirements, capital investment objectives, and Skytrax 5-Star customer experience vision.


The Program Design Manager will provide executive leadership and oversight throughout the design lifecycle, including development of design procurement strategies, preparation of Task Order scopes of work, consultant procurement support, contract administration, design management, value engineering, design quality assurance, design integration, constructability reviews, code compliance reviews, cost validation, and stakeholder coordination. The Program Design Manager will establish and maintain structured design management processes that promote accountability, consistency, and alignment across all project elements while ensuring compliance with Airport Authority standards, local, state, and federal regulations, and industry best practices.


  • Oversee fulfillment of the Airport Authority's overarching organizational goals by coordinating activities and interdependencies between multiple project teams.
  • Maintain strategic focus on the delivery of the overall program, not just individual projects.
  • Monitor key performance indicators (KPIs) for project and program progress, resource utilization, budgets, risks, and opportunities.
  • Identify program-level risks early and lead the development of mitigation strategies before impacts materialize.
  • Ensure alignment between individual project milestones and overarching program objectives.
  • Manage and produces engineering deliverables to support the planning, design, procurement, construction, operations, and maintenance of Airport facilities.
  • Engineering disciplines may include Civil, Structural, Mechanical, Electrical, Plumbing, Transportation, Geotechnical, etc.
  • Common task and deliverables may include Planning Studies, Design-Standards, Project Definition Book (PDB), Basis of Design (BOD), Concept Design, Schematic Design, Design Development, Plan Check and Permitting, Construction Documents, Bidding and Procurement Support, Stakeholder Outreach, Drawings, Specifications, Technical Reporting, and Presentations, etc.
  • Lead and coordinate all design interfaces among project stakeholders, including Airport Operations, Airlines, FAA, TSA, concessionaires, tenants, maintenance personnel, utilities, public safety agencies, regulatory authorities, the Airport Authority's Project Sponsor, Project Delivery Team, and other affected entities. 
  • Responsibilities include facilitating design reviews, managing decision-making processes, documenting requirements, resolving design conflicts, and ensuring stakeholder requirements are incorporated into project planning and design development. 
  • Provide leadership for Building Information Modeling (BIM) program implementation and governance.
  • Responsibilities include evaluating BIM standards, developing and maintaining BIM Standards Manuals, establishing model development requirements, defining Level of Development (LOD) requirements, implementing model quality control procedures, overseeing interdiscplinary model coordination, facilitating clash detection reviews, managing BIM data integration requirements, and ensuring model deliverables support construction, operations, asset management, and longb-term facility maintenance objectives. 
  • Oversee specialized design disciplines, including archiutectural design, technology systems, customer service systems, security systems, and operational support systems.

  • Bachelor's degree in Construction Management, Engineering, or other related technical field required. Master's degree preferred.
  • 20 or more years of Construction Management experience.
  • Experience managing a large team of engineering working on large-scale projects.
  • Demonstrated experience on major airport projects or capital improvement programs valued at $1B or greater.
  • Optional certifications may include AAAE, LEED, PE, PMP, AICP, etc. or any other relevant professional licensure and/or certifications.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $260,000 to $295,000 per year (depending on qualifications)
