POSITION OVERVIEW
• The Audit Center Program Coordinator plays a key role in maintaining daily operations of the Contamination Audit Center (CAC), the first statewide recycling auditing program in the US. The CAC functions in partnership with the Circular Action Alliance (CAA), the Producer Responsibility Organization (PRO) administering Oregon's Extended Producer Responsibility (EPR) program. COR administers the program and works in conjunction with CAA to develop, operate, and grow the CAC's capacity as a material characterization center.
• This is an entry-level administrative position with clear potential for growth into a Supervisory role. The Program Coordinator will ensure that daily audit operations run successfully and oversee data management from the audit to the client. This role is a strong fit for candidates who thrive on precision, cyclical detail work, and operational ownership.
KEY RESPONSIBILITIES
1.Operational Management:
o Oversee daily activities of the waste audit team, ensuring workflow efficiency, productivity, and safety compliance.
o Ensure proper handling, sorting, and recording of recycling samples in accordance with established SOPs. Identify process and SOP gaps as the audit team scales and develop protocols to maintain smooth and efficient workflow.
o Maintain an organized, safe, and fully operational warehouse/audit center, including daily equipment inspections and coordination with the Audit Line Lead.
o Train facilities not yet participating in the program and update curriculum as needed.
2.Administrative & Data Management:
o Build and maintain the monthly collection and audit calendar; own PSS sampling logic including stratification, facility rotation, and monthly sample counts.
o Maintain stakeholder and community relationships, including scheduling and responding to audit-specific questions from participating facilities.
o Own KPI tracking sheets in program databases, perform daily data uploads, and upload final data to the CAA SharePoint.
o Work in partnership with the audit team, operator team, and audit Dispatch to ensure sample collection, transportation, delivery, auditing, and material disposal are completed per program protocol and goals.
o Create weekly reports for COR management and CAA clientele outlining total audits completed, agenda items, successes, and challenges.
o Complete quarterly internal data reports analyzing comparative audit results to ensure audit team best practices.
o Build and maintain a project schedule to support the Supervisor of Post-Collections with program development.
3.Program Development & Growth:
o Meet regularly with the Supervisor of Post-Collections to understand program operations and expansion priorities, bridging program planning to execution.
o Build capacity for assuming increased program management responsibilities over time.
o Train auditors, operators, and administrative roles, including developing training protocols as new roles emerge.
o Develop a deep knowledge base of material characterization and data management best practices.
o Foster a positive, respectful, and safety-driven workplace culture.
o Assist in leading staff meetings, gather audit team feedback, develop material characterization curriculum, and administer surveys to identify and close team knowledge gaps.
o Other duties as assigned.
KEY COMPETENCIES
o Operational Discipline: Demonstrates strong ownership of recurring deadlines, rotating schedules, and workflow accountability in a fast-moving environment.
o Data Integrity & Analytical Thinking: Proficient in structured data entry; catches errors before they propagate downstream; comfortable with KPIs and reporting.
o Stakeholder Communication: Communicates clearly and professionally with internal teams, partner organizations, and participating facilities.
o Adaptability & Program Thinking: Comfortable operating in a maturing program environment; contributes to process improvement rather than waiting for it.
o Detail Orientation Under Repetition: Finds satisfaction in cyclical, precise work and performs consistently across repeated tasks.
o Able to support a culture of safety and accountability.
REQUIRED & DESIRED EXPERIENCE
Education & Experience
o High school diploma or equivalent required; associate's or bachelor's degree in environmental studies, business administration, or a related field preferred.
o Demonstrated track record in a role with recurring deadlines and rotating schedules - such as dispatch, logistics coordination, scheduling, or operational administration in any industry.
o Proficient in Excel and data management; understands structured data entry well enough to catch and correct errors.
o Bilingual (English/Spanish) is a strong plus, though not a requirement. English fluency is required.
o Must possess a valid driver's license and be able to pass a motor vehicle record background check, as driving is an essential function of this position.
Nice to Have
o Waste or recycling industry background.
o Familiarity with sampling methodology, QA/QC, or statistics-adjacent work.
o Experience in a role that scaled - operational experience in a growing or maturing program is highly valued.
PHYSICAL, ENVIRONMENT & SCHEDULE REQUIREMENTS
o Physical: Ability to work in a warehouse/audit center environment; comfortable standing for extended periods and handling recycling samples. Light lifting required.
o Environment: Comfortable working in a facility setting with exposure to recycling materials, including odors and varied waste streams.
o Schedule: Must be able to work a consistent schedule aligned with audit operations; some flexibility may be required during peak audit periods.
o Travel: Occasional travel to participating facilities or partner sites within the Oregon metro area.
