Summary
The Management and Program Analyst serves as the Cancer Program Manager in a large, complex VA Medical Center with medical and surgical oncology services and a research program affiliated with a major medical school. The work of the position supports the care and treatment given to patients with malignant conditions and certain benign central nervous system (CNS) tumors.

Duties
Help
The duties of the Management and Program Analyst include but are not limited to:

• Plans and develops priorities, standards and working guides, and recommends policy changes.
• Submits recommendations for changes to simplify operations, reduce patient inconvenience, improve efficiency and quality of operations.
• Establishment of operating procedures, guidance documents, and reporting procedure for all cancer related programs.
• Communicates with a wide variety of professionals, Program Managers, and Service Chiefs either written or orally using extensive understanding of applicable medical terminology as it relates to diagnosis, staging, classification and treatment of cancer.
• Provides oversight of any data submission, performs auditing activities, patient record editing if required based on State, National, VA National Oncology Data Program/ VA Central Cancer Registry (VACCR) requirements, and CoC standards.
• Designs, oversees, and conducts audits of the case ascertainment and data curation processes to ensure high quality complex data, accurate work, productivity expectations, and compliance with guidelines

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Examples of appropriate SF-50's include:

• Within grade increases at the highest grade held; or
• Promotions with an effective date more than one year old; or
• SF-50's at the highest grade held with an effective date more than one year old.

Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Qualifying specialized experience is defined as:

1. Consulting for disciplines within the Healthcare System in matters related to cancer prevention, diagnosis, provision of care, treatment, survivorship, navigation, and patient outcomes.
2. Coordinates and facilitates Cancer Committee meetings to monitor compliance with Commission on Cancer standards.
3. Prepares quarterly meeting agendas, minutes, and summary reports for the Medical Executive Council.
4. Performs auditing activities as required based on State, National, VA National Oncology Data Program.
5. Ensures all credentialed and non-credentialed staff meet minimum education and training requirements.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 years full years of progressively higher-level graduate education leading to such degree or LL.M., if related.
