Job Description

The Program Analyst V is a senior-level strategic partner responsible for leading program integration, financial stewardship, and cross-functional execution for the Main Power Systems organization. Supporting the primary systems of the Xe100 small modular reactor, this role provides high-impact analytical leadership across planning, performance management, procurement coordination, and executive-level decision support.
A Level V analyst operates with significant autonomy, shaping program baselines, influencing strategic decisions, and driving alignment across engineering, supply chain, procurement, contracts, and finance. The ideal candidate is an expert in Federal/DOE program environments with deep experience in complex technical program finance and integration.


Job Profile Tasks/Responsibilities:

Strategic Business Integration & Leadership
  • Serve as the senior integration lead for Main Power Systems, providing strategic direction and ensuring cross-functional alignment across multiple control accounts and program phases.
  • Lead cross-organizational business reviews, planning sessions, and decision forums, synthesizing complex inputs into clear guidance for leadership.
  • Identify enterpriselevel gaps, coordination risks, and systemic issues; drive development and implementation of corrective actions and process enhancements.
  • Represent Main Power Systems in corporate program management, business operations, and financial strategy discussions.
Program Planning, Performance & Governance
  • Lead development of multi-year program baselines, long-range resource plans, and annual Estimate at Completion (EAC) strategies.
  • Oversee cross-functional Earned Value Management System (EVMS) planning and performance measurement, ensuring compliance with DOE and Federal requirements.
  • Provide authoritative analysis on variance drivers, schedule/cost risks, funding gaps, and resource constraints; recommend mitigation strategies and reprogramming actions.
  • Serve as a senior advisor during Integrated Baseline Reviews (IBRs), gate reviews, and other formal program governance activities.
Financial Stewardship & Executive Reporting
  • Direct financial execution tracking across all Main Power Systems cost elements, including labor, subcontracts, vendor agreements, and capital equipment.
  • Lead monthly financial close coordination, variance analysis, and strategic financial reporting to executive leadership.
  • Drive strategic funding allocation decisions, proactively identifying risks, opportunities, and reallocation needs to optimize program health.
  • Prepare highvisibility executive briefings, budget submissions, and financial narratives for corporate, DOE, and stakeholder audiences.
Procurement, Contracts & Vendor Integration
  • Provide senior-level oversight of procurement execution, vendor performance, and contracting integration to ensure alignment with technical scope and program objectives.
  • Advise engineering, procurement, contracts, and finance on complex requirements, specifications, pricing strategies, and compliance considerations.
  • Ensure adherence to Federal contracting requirements (FFP, cost-reimbursable, T&M) and FAR/DFARS constraints, including audit readiness.
Process Development, Optimization & Compliance
  • Lead development of advanced tools, workflows, templates, and business processes to improve program integration, reporting accuracy, and business efficiency.
  • Drive continuous improvement initiatives and organizational learning in cost management, performance analysis, and program coordination.
  • Maintain and enhance WBS structures, control account documentation, and program interfaces to ensure accurate cost capture and traceability.
  • Maintain professional demeanor and behavior at all times in all forms of communication
  • Perform other duties as assigned by manager.
Job Profile Minimum Qualifications:
  • Bachelor's degree in Business, Finance, Engineering, Public Administration, or related field
  • The Skills required for this role are typically demonstrated 15 plus years of relevant experience
  • Minimum8-10 yearsof experience in program finance, business management, or program analysis supporting complex technical programs
  • Minimum5 yearssupporting Federal, DOE, defense, or similar regulated environments
  • Expert-level understanding of EVMS, EAC development, control account management, and program performance measurement
  • Demonstrated ability to lead cross-functional stakeholders and influence decision-making at senior levels
  • Advanced analytical skills with mastery of Excel (models, dashboards) and PowerPoint (executive briefings)
  • Experience with enterprise ERP systems (Oracle, SAP) and project tools (Primavera, MS Project)
  • Strong communication, executive presence, and ability to synthesize complex information

Compensation

Individual candidates who meet the job requirements for the posted position will be offered a salary within this range based on their respective levels of education/training, experience, and other qualifications unique to them. Salary ranges may vary based on the specific office location and region referenced in the posting to take into consideration differences in cost of living and may not be reflective of all regions. Please note that compensation ranges listed for US job postings reflect base salary only and do not include benefits or other incentives.

Offers within the posted salary range are commensurate with the individual's qualifications for the position, along with a view on internal equity, market data, and room for growth. The salary range for this position is:

$175,000- $200,000
