Program Analyst III – Foreign Military Sales Internal Program Analyst
Xcelerate Solutions is seeking a mid-level program analyst who will support Joint Program Executive Office for CBRN Defense (JPEO-CBRND) Foreign Military Sales team. In this role, you will support the FMS team in planning and executing cooperative development and delivery of CBRN defense capabilities to allies and partners by synchronizing and aligning to Security Cooperation/Assistance Activities with the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)), Combatant Commands, and the Defense Security Cooperation Agency (DSCA).
Work Location: Edgewood, Maryland
Clearance Requirement: Secret
Responsibilities: 
  • Assist the COO Team lead with planning, development, refinement, initiation, and execution of new requirements, projects, procedures, and guidelines
  • Maintain awareness of program execution and milestones, as well as their strategic impacts; apply the acquisition processes and policies as outlined in DoDI 5000.02 relating to lifecycle management
  • Consider affordability, technology maturity, and responsiveness to assist in the formulation of broad, time-phased operational goals and initial capabilities
  • Assist in the development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals
  • Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; develop and implement technical and programmatic plans and measures to track programs.
  • Review, analyze, and evaluate program development, status, progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions.
  • Review and assess technical, cost, and schedule data and work with government staff to identify risks, shortfalls, and potential corrective actions.
  • Participate and provide input to program functional Integrated Product Teams, Integrated Program Reviews, milestone decisions, and required program updates.
  • Coordinate internal and external meetings and reviews for relevant stakeholders.
  • Serve as the single point of contact for all external and internal taskers.
  • Assist the Operations Director in planning, coordination, generation, and execution of briefings, white papers, and displays.
  • Assist in the development, review, and maintenance of Policies, SOPs, Briefs, etc.
Minimum Requirements: 
  • Required: High School Diploma
  • Required: 5+ years’ experience within CBRNE operations, preferably developed through military experience
  • Required: 5+ years’ experience with CBRNE consequence management
  • Desired: Familiarity with the JPEO-CBRND organizational structure and roles and responsibilities therein.
