THE POSITION

The Program Analyst 3 position with the Department of Transportation offers a chance to support important statewide programs that guide how transportation services are planned and improved. This role allows you to work with data, performance measures, and research that help shape agency decisions. You will collaborate with teams across the organization to strengthen operations. It is a great opportunity to grow your analytical skills while supporting a mission that affects communities across Pennsylvania.

DESCRIPTION OF WORK

This position supports agency improvement efforts by analyzing performance data, researching program needs, and preparing recommendations for stronger operations. As a Program Analyst 3, you will perform the following duties:

  • Program Analysis: Conduct research, forecasting, and evaluations to assess processes and recommend improvements
  • Performance Metrics: Develop measures, review data, and support automation efforts for performance tracking
  • Report Development: Create reports, charts, and summaries that communicate analysis and support decision making
  • Innovation Support: Assist agency initiatives focused on quality, efficiency, and collaborative improvement
  • Data Studies: Analyze survey results and statistical data to evaluate operations and provide recommendations
  • Team Coordination: Lead meetings and support statewide teams working on innovation and improvement projects

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • This position may be eligible for alternate work schedule (AWS).
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training.
