JOB SUMMARY

The Office of the City Council President is seekingaProfessional StaffMemberto support the Council'slegislative, policy,and oversightresponsibilities under the guidance of the Deputy Director of Oversight.This position plays a key role in helping the Council evaluate City operations and agency budgets,monitoragency performance, and ensure accountability across municipal functions.All work is executedin accordance withthe City Council President's Mission, Vision, and Values.

ESSENTIAL FUNCTIONS

  • Collect, analyze, and interpret performance and budget data from City agencies and other public services to support the Council President's oversight and policy agenda;

  • Design dashboardsandvisualizationsand preparedata summaries,reports,policy statements, memos, and other materials to support Council initiatives, including oversight and legislative hearings;

  • Conduct research on policy, legislation, best practices,and benchmarks from other cities andjurisdictions;

  • Support preparation of materials and organization oflogisticsfor hearings, Council meetings, and other actions related to the Council President's agenda;

  • Assisttheoffice's community engagementfunctionthroughdata collection, analysis, and interpretation tofurther responsiveness to the public;

  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:

Associate's degree from an accredited college or universityrequired; master's degree inpublic policy orotherrelated field preferred.

Experience:

Seven (7) years of experience performing analytical support work for an operational, technical, administrative, programmatic, or business function.

  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

  • Ability to use technology and software applications to research, analyze, organize, and present information.

Preferred Experience

  • Prior experience in government, nonprofit, or policy-focused roles;

  • Familiarity with municipal government operations, budgets, and/or legislative processes;

  • Familiarity with budget andfinancial managementbest practices;

  • Experience working with large datasets and/or public records; and

  • Interest in civic technology and open data.

BACKGROUND CHECK

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.

RESIDENCY REQUIREMENT & FINANCIAL DISCLOSURE

This position is subject to Article I, Section 7-10 of the Baltimore City Code, which mandates that the incumbent both reside and be a registered voter of Baltimore City at the time of appointment or sign a declaration of intent to become a City resident and registered voter within 6 months of the effective date of their appointment. Failure tocomply withthe declaration of intent will result in immediate termination. You will alsobe requiredto complete a Financial Disclosurepursuant toSections 7-7, 7-8, and 7-9 of the City Ethics Law. Theinitialfinancial disclosure must besubmittedwithin 30 days of hire.
