The Safety Manager is the site safety leader for the Caruthersville Arcosa Barge facility and is accountable for the execution, compliance, and continuous improvement of NABRICO Marine Products Occupational Health, Safety and Environmental programs. This role leads safety and environmental strategies at the plant level, drives leader accountability, and partners with operations to ensure safety is embedded into daily work practices.

The Safety Manager operates with autonomy, exercises independent judgment, and influences leaders across the facility to deliver sustained safety performance while aligning with NABRICO Marine Products and corporate EHS standards.

Key Responsibilities

Site Safety Leadership & Accountability

  • Positively influence and communicate with all members of management, employees and vendors.
  • Serve as the primary safety authority for the Caruthersville facility.
  • Establish clear safety expectations and hold leaders accountable for compliance and performance.
  • Act as a trusted advisor to the Plant Manager and leadership team on safety risks and mitigation strategies.
  • Maintain strong shop-floor presence and model visible safety leadership.

Regulatory Compliance & Governance

  • Ensure full compliance with OSHA, EPA, DOT, USCG (as applicable), and all federal, state, and local safety regulations.
  • Lead regulatory inspections, internal audits, and corrective action plans.
  • Maintain OSHA logs (300, 300A, 301) and ensure accurate reporting and record retention.
  • Interpret regulations and translate requirements into practical, site-specific controls.

Risk Management & Incident Investigation

  • Lead all incident investigations, root cause analyses, and corrective/preventative actions.
  • Identify systemic safety risks and implement sustainable controls.
  • Analyze trends in recordables, near misses, first aids, and leading indicators.
  • Drive reduction in TRIR, DART, and severity metrics.
  • Member of the First Response Team and Incident Command and Control.

Safety Programs & Training

  • Own the site safety management system, policies, and procedures.
  • Develop, deliver, and track safety training for hourly and salaried employees.
  • Ensure compliance with high-risk programs including LOTO, confined space, fall protection, crane and rigging, hot work, mobile equipment, and PPE.
  • Coach supervisors and managers on effective safety leadership behaviors.

Employee Engagement & Culture

  • Lead the site safety committee and employee engagement initiatives.
  • Promote reporting of near misses and unsafe conditions without fear of retaliation.
  • Partner with HR to support onboarding, corrective action processes, and return-to-work programs.
  • Reinforce Arcosa’s expectation that safety is everyone’s responsibility.

Metrics, Reporting & Continuous Improvement

  • Track, analyze, and report safety KPIs and leading indicators.
  • Prepare safety dashboards and leadership updates.
  • Support corporate and BU safety initiatives and standardization efforts.
  • Benchmark best practices and implement continuous improvement initiatives.

Qualifications

Required

  • Bachelor’s degree in safety, Environmental Health, Engineering, or related field or equivalent experience.
  • Minimum 5–7 years of progressive safety experience in manufacturing, industrial, or marine environments.
  • Demonstrated experience leading site-level safety programs.
  • Strong working knowledge of OSHA regulations (Marine and General Duty) and safety management systems.
  • Strong working knowledge of Environmental Management systems to include permitting and environmental reporting.
  • Must have strong Microsoft Office Suite computer skills.
  • Obtain certification for CPR, FIR

Preferred

  • CSP, ASP, CHST, or similar professional safety certification.
  • Experience in marine, barge, welding, heavy fabrication, or industrial manufacturing environments.
  • Experience supporting multi-shift operations.

Leadership Expectations

  • Operates independently with limited supervision.
  • Leads through influence and expertise rather than authority alone.
  • Accountable for site-level outcomes and risk management.
  • Partners cross-functionally with Operations, HR, Maintenance, and Corporate Safety.
  • Demonstrates sound judgment, integrity, and consistency.

Physical & Work Environment

  • Frequent presence in industrial and outdoor environments.
