Job summary:
Under limited supervision, the Procurement Manager 1-Solicitations (PM1S) serves as the buyer specializing in the development of solicitations with and for University colleges and departmental units for the acquisition of goods, services and/or information technology at the most advantageous value within the guidelines of the South Carolina Consolidated Procurement Code and Regulations (SCCPCR), and MUSC operating policies and procedures.
This remote position requires residence within driving distance of the MUSC main campus for on-site meetings, including pre-proposal conferences, site visits, and other in-person engagements as required.
Position Purpose:
The Procurement Manager 1-Solicitations (PM1S) supports sourcing requests for goods, services and/or information technology needed by MUSC University’s stakeholders. The role ensures that sourcing requests are processed within the requirements of the South Carolina Consolidated Procurement Code & Regulations (SCCPCR), in a timely manner and appropriately to ensure acceptable service delivery and compliance. The buyer is responsible for managing all sourcing requests beginning with the initial submittal, guiding the stakeholder through the solicitation workflow, supporting all aspects of the process to acquire goods and/or services that require competitive sourcing.
The PM1S may help address and resolve supplier and/or contract issues, answer departmental and supplier questions, provide additional information as needed and escalate issues to management accordingly, with particular attention paid to potential or known issues with stakeholder, purchase, or supplier. The PM1S is expected to act as mentor to the Procurement Specialist I, II and Procurement Manager I in Business Operations. Regularly updates job knowledge and skills by participating in educational development opportunities.
The Procurement Manager 1-Solicitations (PM1S) often works independently, receiving guidelines and direction from the Manager, Solicitations & Compliance and/or the Solicitations Manager, facilitating solicitations as assigned across the University, also collaborating with others in University Procurement and across MUSC University. The PM1S is expected to learn/perform their duties adequately to perform work with minimal supervision.
The PM1S assists and evaluates responses to procurements and selected solicitations to ensure that all purchases and offers are responsive and responsible. The role will coordinate with end-user departments, other buyer(s) supporting the department, and SC State Procurement Office to develop and award appropriate contracts based on source selection method, ensuring awards are compliant with SCCPCR and MUSC policy. The role may collaborate with needed resources for larger scale purchases, aiding in facilitation with the stakeholder, helping to guide end users through the sourcing process. The PM1S may be engaged in negotiations on contract terms and may review final contract documents.
The PM1S may be responsible for providing on-going contract administration by working with stakeholders and suppliers to ensure contractors fulfill contractual obligations.
Job Duties:
1. 35% - The PM1S works with University stakeholders to develop solicitation documents including scopes of work, instructions to offerors, technical and functional specifications/statements of work, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments in accordance with rules, regulations and provisions of the SCCPCR in directing and conducting the sourcing/procurement process. Through the application of the governing regulations, process all assigned formal solicitations ensuring the proper source selection methodology is used.
2. 30% - Utilizing the online eProcurement System, apply knowledge of procurement practices, and conduct market analysis to process routine to complex moderate purchases/solicitations, through the University's ERP, Workday, while ensuring adherence to state and federal statutes. Conduct risk assessment to determine the appropriate strategic sourcing method and apply the proper reporting classification as specifically established by the SCCPCR and MUSC policy and procedures.
3. 15% - Maintain continuous communication with stakeholders, team members and management to ensure that the sourcing/purchasing process and all other ancillary duties are performed in a compliant, timely and professional manner. The PM1S will serve as a consultant to departments and other teams within Procurement by assisting and providing guidance with purchasing methods, strategic sourcing and compliance with the South Carolina Consolidated Procurement Code of Laws and Regulations. Through direct interaction with departmental customers and external suppliers address issues related to Contracts and solicitations to include ordering, shipping, invoicing and performance.
4. 15% - Maintain good working knowledge of various solicitations work applications in the South Carolina Enterprise Information System (SCEIS). Assist with providing instruction, training and assistance to other Team and Department members to develop solicitations within SCEIS as needed. Ensures the process related to these procurements is in accordance with the South Carolina Consolidated Procurement Code and Regulations and MUSC policies and procedures.
5% Serve as mentor to the Procurement Specialist I and II positions and other Procurement Managers across the Procurement Department.
Minimum Experience and Training Requirements:
1. Minimum of five years’ relevant procurement and contract management experience. A bachelor's degree may be substituted for two years of the required work experience.
2. Excellent communication skills. Able to communicate effectively with personnel and public in all facets of the University in written and oral presentations.
3. Comfortable working with online video conference technology, i.e., Microsoft Teams, Zoom.
4. Possess the ability to assume responsibility and be accountable, and work with limited supervision. After being provided clear guidelines, the role must be able to exercise initiative and act/interact independently with customers, suppliers, and co-workers.
5. Demonstrated ability to interact professionally with all levels of users, management, and senior leadership.
6. Demonstrated proficiency in use of computer and Microsoft Office (i.e., Word, Excel, Outlook, etc.), Adobe
7. Good organization, interpersonal and time management skills
8. Proven job diligence, dedication, and attention to detail
9. Demonstrated sense of responsiveness and urgency based on the needs of the business.
10. Potential to work overtime on occasion

Additional Knowledge, Skills, and Abilities Preferred:
1. Bachelor’s degree in business, finance, or supply chain, and/or demonstrated equivalent experience.
2. Three to five (3-5) years of applicable procurement/contracts experience in higher education and/or public procurement
3. Two (2) + years’ experience with ERP systems, procurement module(s)
4. A strong background in developing and managing various types of solicitations to include Invitation to Bid and Request for Proposals.
5. Possess excellent working knowledge of the South Carolina Consolidated Procurement Code & Regulations (SCCPCR)
6. Possess excellent knowledge of public/governmental procurement principles and practices, rules, and regulations.
7. Ability and experience in using the South Carolina Enterprise Information System (SCEIS).
8. CPPO, CPPB or NIGP‐CPP certification preferred or the ability to obtain within two years of employment.
9. Able to manage working under pressure and stress, demonstrated capability to prepare complex solicitations and management reports, and maintain confidential correspondence.
