What is a Procurement BPO?

A Procurement BPO (Business Process Outsourcing) is a service where an organization outsources its procurement processes to a third-party provider. This can include activities such as sourcing, supplier management, contract negotiation, and purchasing goods and services. The goal is to improve efficiency, reduce costs, and leverage specialized expertise. Procurement BPO providers use technology and industry best practices to streamline procurement operations and deliver value to their clients.

What are some typical challenges faced by professionals working in a Procurement BPO role?

Professionals in Procurement BPO roles often encounter challenges such as managing procurement processes across multiple clients with varying requirements, adapting to different procurement systems, and ensuring compliance with diverse regulations. They must also balance cost efficiency with quality when sourcing suppliers and negotiating contracts. Effective communication and collaboration with both internal teams and external vendors are crucial for overcoming these challenges and ensuring smooth procurement operations.

What are the key skills and qualifications needed to thrive as a Procurement BPO specialist, and why are they important?

To thrive as a Procurement BPO specialist, you need expertise in procurement processes, vendor management, and supply chain operations, typically supported by a relevant degree or experience in procurement or business administration. Familiarity with procurement software like SAP Ariba, Coupa, or Oracle Procurement Cloud, as well as knowledge of e-sourcing tools and compliance standards, is crucial. Strong analytical thinking, negotiation skills, and effective communication help build positive supplier relationships and drive cost efficiencies. These skills ensure efficient procurement operations, risk mitigation, and value delivery in a competitive and dynamic business environment.

Job description

Block is one company built from many blocks, all united by the same purpose of economic empowerment. The blocks that form our foundational teams - People, Finance, Counsel, Hardware, Information Security, Platform Infrastructure Engineering, and more - provide support and guidance at the corporate level. They work across business groups and around the globe, spanning time zones and disciplines to develop inclusive People policies, forecast finances, give legal counsel, safeguard systems, nurture new initiatives, and more. Every challenge creates possibilities, and we need different perspectives to see them all. Bring yours to Block.

The Role

The Procurement Operations Lead is a senior leadership role responsible for shaping, governing, and continuously improving a scalable, policy-aligned procurement operations delivery model in close partnership with Procurement, Finance, Legal, Compliance, and other risk stakeholders.

This role provides enterprise-level oversight of operational buying, Purchase Requisition (PR) governance, and supplier onboarding across the Global Procurement Organization. You will operationalize and enforce procurement policies, financial controls, and supplier risk frameworks through standardized, scalable processes that support speed and consistency while maintaining defined guardrails.

This role is central to advancing procurement maturity, improving cycle times, strengthening audit readiness, and enabling efficient supplier engagement at scale.

You Will
  • Lead a risk-tiered procurement operating model for low-dollar, low-complexity spend, leveraging offshore delivery teams for scale and efficiency.
  • Oversee high-volume buying and PR operations, ensuring alignment with Legal/Finance policies, approval thresholds, and escalation protocols.
  • Standardize end-to-end procurement processes, including intake, negotiation guardrails, approval matrices, and cross-functional handoffs.
  • Own and optimize PR intake, review, and approval workflows to ensure policy compliance, budget alignment, and strong internal controls.
  • Establish governance, reporting, and analytics to drive compliance, cost visibility, performance management, and executive decision-making.
  • Manage supplier onboarding operations end-to-end, including due diligence, compliance screening, documentation, and system enablement in partnership with Legal, Finance, and Risk.
  • Own Procurement Operations SOPs, ensuring ongoing accuracy, version control, and alignment with policy, systems, and regulatory requirements.
  • Drive operational excellence through BPO/vendor oversight, training, performance management, and continuous improvement across procurement processes and teams
You Have
  • 12+ years of experience in procurement operations, shared services, sourcing operations, or related functions within complex, global, or regulated environments.
  • Demonstrated experience partnering cross-functionally to operationalize procurement and financial control frameworks.
  • Deep knowledge of end-to-end procure-to-pay (P2P) workflows, including operational buying models, PR governance, supplier onboarding, and audit controls.
  • Proven experience governing global Procurement BPO or shared services models, including offshore delivery.
  • Experience designing and operating low-dollar, low-risk procurement models using standardized playbooks and clearly defined escalation thresholds.
  • Proven capability developing SOPs, operational documentation standards, and structured training programs at scale.
  • Strong executive presence with the ability to influence and drive outcomes through collaboration.
  • Proficiency with procurement orchestration platforms, ERP systems, and supplier onboarding tools.
