Pay Grade - 27
Annual Compensation ($USD): 92,159.00 paid on a bi-weekly basis. Individual pay is determined by the applicable CBA and related articles.
A Brief Overview
The Senior Safety Program Specialist is responsible for supporting the development, implementation, and evaluation of all aspects of the Safety Programs for the Wayne County Airport Authority.
What you will do
• Supports the safety program to maintain compliance with local, state, and federal rules and regulations including Michigan Occupational Safety and Health Administration (MIOSHA), Department of Transportation (DOT), Environmental Protection Agency (EPA), and the Federal Aviation Authority (FAA).
• Supports WCAA Safety Management-System (SMS) development, implementation, and evaluation to ensure program meets FAA regulatory Compliance and SMS best practices
• Maintains OSHA 300 logs and reports on injury metrics to make recommendations for training, audits, and process modifications.
• Coordinates and/or conducts safety-related training and inspections including employee OSHA-mandated physicals (i.e., audiogram and respirator fit-testing), employee safety training and training matrix development, and fall-protection system equipment inspections.
• Develops and administers safety training and toolbox talks on a variety of safety topics to a diverse audience.
• Performs safety audits in a variety of spaces within the Wayne County Airport Authority and prepares written reports of findings and recommendations for corrective or preventative actions.
• Evaluates varying health and safety controls including different types of personal protective equipment, engineering systems, and administrative controls for work across the airport and provides recommendations on efficacy of controls
• Supports departmental risk and compliance policies and processes including abatements, appeals, fines, inspections, and insurance-related activities, as required
• Participate in post-accident investigations, root-cause analysis, and prepares reports identifying possible accident causes
• Monitors the removal of hazardous chemicals and materials to ensure safe handling and disposal
• Performs other similar and related duties as required or directed
Qualifications
• Bachelor's Degree from an accredited college or university with a major in Environmental Health and Safety, Industrial engineer, Safety and Health or closely related field
• 5 or more years of full-time experience as a safety manager working with MIOSHA, NFPA, ANSI regulations and compliance, DOT regulations
• 2 or more years of experience working with construction projects related to health and safety regulations
• OSHA 10 Certification and OSHA 30 Certification
• Proficient with Office Suite Software (Core - Email, Word Processing, Spreadsheets, Presentation)
• Certificate in safety management in construction health and safety technology; Graduate Safety Professional; or similar - preferred
• WCAA Airfield Certification (Movement and Non-Movement Area) (within probationary period)
• Valid Driver's License and a safe, acceptable driving record
Supervisory Responsibilities
• Is guided by precedent and clearly defined occupational policies, protocol/procedures. Work is managed, rather than supervised, and results/outcomes are assessed at agreed intervals.
• 5-8 Years: Moderate previous experience required in the same or similar previous positions. The job requires a good working knowledge of common and uncommon techniques, methods, practices, procedures, use of forms, routines, etc., of a moderate to complex nature in order to enter or begin performing the job
• Plans, develops, and implements functions/projects for functional unit(s). Completed work is reviewed primarily for attainment of objectives and effectiveness of results. The supervisor is involved with problems of major impact
• Work is performed within authorized limits prescribed by the supervisor and/or an approved plan. The employee exercises independent judgment in selecting and interpreting information, reconciling deviations from standard methods and resolving problems. Job tasks are governed generally by broad instructions, objectives and policies, usually involving frequently changing conditions and problems, where the assigned tasks make it necessary to devise data, solve special problems and make reliable decisions
