Job Summary Provides direct supervision to computer room staff. Schedules staff hours, overtime, and performs timesheet submittals. Administers and oversees Standard Operating Procedures (SOPs) development and implementation across the Operations Divisions.

Writes clear and concise SOPs that will guide Operations staff in their day-to-day operations. Administers chemical procurement contracts and daily monitoring of chemical usage at MFWQTC. Assists Regional WQTC staff with chemical procurement contracts and monitoring of usage as needed.

Monitors daily trending of chemical usage to maintain adequate storage levels, as well as, creates a history for budgetary purposes. Completes city, state and federal regulatory forms and reports as needed. Prepares and updates spreadsheets and graphs for MFWQTC and other treatment plants to monitor influent that may impact the plant or Louisville Green.

Participates in budget preparation to include tracking expenditures, and equipment procurement. Assists Managers on MFWQTC special projects requiring chemicals and/or process equipment. Prepares PMDFs and work orders.

Prepares annual performance evaluations. Essential Job Functions Supervises Process Control Operators at the Morris Forman Water Quality Treatment Center (MFWQTC). Oversees the activities of the computer room including monitoring MFWQTC treatment systems and plant alarms, real time control, pump station and collection system alarms and performs process adjustments.

Provides consistency, direction and uniformity in the operations of the computer room staff and ensures that staff are properly trained. Communicates with plant managers and area supervisors to resolve any process control issues. Coordinates with others to relay information for treatment plant and pump station operations as needed.

Coordinates with the Controls Department when changes are necessary in the field to relay appropriate information to the Process Control Operators and coordinates training needs for computer system controls. Oversees and implements MSD Operations Division SOPs. Creates, maintains, and improves SOPs to ensure consistency, efficiency, and compliance.

Identifies processes that require standardization, and ensures SOPs adhere to required standards, regulations, and policies. Works directly with subject matter experts (SMEs) and stakeholders to gather accurate information to develop new and revise existing SOPs. Regularly reviews and updates SOPs to reflect changes in processes, regulations and policies.

Communicates SOPs to relevant staff. Works with the Training Department to create training materials, modules/sessions or job aids based on finalized SOPs. Administers chemical procurement and contracts for MFWQTC operations.

Assists Regional WQTC staff with chemical procurement contracts for Regional WQTCs. Implements and manages process chemical performance trials and reviews MFWQTC process chemical specifications. Orders and expedites process chemical purchases and monitors treatments.

Monitors inventories, projects usage, and adjusts quantities as needed. Guides personnel entering and receiving documents. Investigates and reconciles conflicts and errors in shipping and billing.

Serves as technical support for Operations Management. Participates in budget development to include tracking expenditures, revisions, and equipment procurement. Prepares PMDFs for board approval and supporting reports.

Prepares graphs and spreadsheets to monitor the essential functions of the plant. Knowledge, Skills and Abilities Necessary to the Work Knowledge of wastewater treatment principles, practices, laws and regulations; knowledge of biological and chemical processes in a wastewater treatment facility; knowledge of bid documentation, business procedures and contracts; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite, etc.); skill in managing multiple priorities; ability to forecast, track and trend chemical usage and maintain inventory; ability to supervise a diverse workforce; ability to resolve problems; ability to communicate effectively both orally and in writing; ability to work effectively under heavy, unpredictable surges in workload and deadline pressure; ability to courteous and helpful under pressure

Minimum Requirements Bachelor Degree in Engineering, Environmental Science, or a related field; three or more years of related experience; an equivalent combination of education and experience may be substituted. Must possess a valid driver's license. Must have safe work and driving habits.

Class III Kentucky Wastewater Operator Certification preferred. This position is considered safety-sensitive and is subject to random drug testing.
