Process Analyst

Department: Elections Division, Secretary of State's Office Reports To: Elections Division Manager Position Summary: The Process Analyst supports the Elections Division by analyzing, designing, documenting, and improving election systems processes to ensure the integrity, efficiency, and compliance of election-related activities. This role plays a critical part in improving the usage of the statewide voter registration and election management system by State and County-level users.

Key Responsibilities:

  • Process Documentation, Analysis, and Improvement
  • Evaluate existing election-related processes, business rules, and workflows for efficiency, accuracy, leadership vision, and compliance with Nevada Revised Statutes (NRS).
  • Document processes, business rules, functionality, and procedures.
  • Identify and address documentation gaps.
  • Develop process maps, standard operating procedures (SOPs), and documentation for new processes as developed by State leadership.
  • Identify areas for improvement in election-related processes to improve compliance, efficiency, consistency, and clarity.
  • Technical Support and Analysis
  • Analyze and recommend resolution paths for technical support requests.
  • Validate system functionality for compliance with policy and expected business rules and workflows.
  • Assist with the development of user stories and requirements to inform the development of system enhancements.
  • Document system processes and functionality to support Help Desk agents and Development and QA teams in addressing tickets.
  • Compliance & Quality Assurance
  • Ensure processes align with federal and state election laws (NRS), including HAVA, NV state statutes, and Secretary of State directives.
  • Monitor quality control measures and support risk-limiting audits.
  • Stakeholder Engagement
  • Work with county election officials, vendors, and internal teams to gather feedback and ensure consistency process across jurisdictions.
  • Work with the third-party vendors and the internal training team to develop training and support materials for staff and election system users.

Minimum Qualifications:

  • Bachelor's degree in public administration, political science, data science, business, or related field.
  • 2+ years of experience in process analysis, operations, or technical support (government or elections experience preferred).
  • Strong analytical, organizational, and communication skills.
  • Proficiency in Microsoft Office Suite; experience with process mapping tools (e.g., Visio, Lucidchart) is a plus.
  • Familiarity with election systems, voter registration databases, or government compliance frameworks is desirable.

Preferred Qualifications:

  • Experience working in a government or public sector environment.
  • Knowledge of Nevada election laws and procedures.
  • Lean Six Sigma or similar process improvement certification.

Work Environment: Hybrid or in-office work based in Carson City, NV. Occasional travel to counties or election sites may be required. Extended hours may be necessary during election cycles.
