Job description

Job Title: Fuels QC Manager (CQCM)/Site Safety Officer

Reports to: Fuels Program Director

FLSA Status: Exempt

Bhate (www.bhate.com) is seeking a field Fuels Construction Quality Control Manager (CQCM) to join our Fuels Team. The field CQCM is responsible for the implementation, oversight and management of all aspects of the Quality Control program, for the management and coordination of the three phases of control, all documentation performed by testing personnel and any other inspection personnel required by contract. The CQCM role includes direct oversight and review of the project documentation and physical inspection phase of the workflow process and working with other in-house personnel to include Project Managers, Superintendents, etc., and external personnel to produce and document a quality product.

Job Duties & Responsibilities:

  • Coordinate, document, and track preparatory, initial, and follow-up inspections.
  • Chair and document weekly QC meetings with the superintendent and provide written reports as described in project specific contract documents.
  • Provide daily QC reports that reinforce activities that are being constructed in conformance with each specific project’s established standard. Create, update and maintain other quality control reports as required.
  • Verify and documents that all materials received for the project are in conformance with the approved submittal, are handled and stored appropriately and are acceptable for use in the project.
  • Conduct pre-construction meetings with new and existing subcontractors and the superintendent at least two days prior to the start of each new phase of the work to discuss issues that affect quality.
  • Track construction deficiencies and ensure timely implementation of, and verify, all approved corrective actions.
  • Coordinate and document the testing and commissioning of building systems, review results, and submit.
  • Maintain the project as-built drawings on a daily basis.
  • Other duties as assigned.

Job Requirements:

  • Candidate must have a minimum of seven (7) years of construction related management experience, preferably with DoD projects, including three (3) years of field experience with repairs to DoD POL facilities or equivalent commercial fueling systems (AFCEC, NAVFAC and USACE preferred).
  • At least 3 years of the above must have been in the capacity of QC Manager.
  • Degree in Construction Management or Engineering is preferred but not required.
  • Familiarity with EM-385 and OSHA compliant programs. Site Health and Safety Officer Certification is a plus. First aid/CPR, 10-Hour and 30-Hour OSHA safety class, 40-Hour HAZWOPER, Confined Space training and Competent Person training preferred.
  • Working knowledge and use of United Facilities Guide Specifications (UFGS)
  • Familiarity with DoD Standards AW 078-24-28 and AW 078-24-27
  • Familiarity with API-650, API-653, API-570, UFC-460, and NDE techniques.
  • Very proficient with the construction RFI and material submittal process
  • Strong background with construction procedures and practices.
  • Experience in the areas of hazard identification, safety compliance and sustainability.
  • Current Construction Quality Management Certificate or completion of the Certificate within 30 days of hire.
  • Strong computer skills: MS Word, MS Excel, MS Outlook, and Adobe Acrobat.
  • Proven skills in organization, documentation, time management, proactive decision making and the effective management of individuals.
