This role ensures that all documentation aligns with regulatory requirements, quality standards, engineering specifications, and the highest standards of personnel and operational safety. The Procedure Writer plays a critical role in supporting a strong nuclear safety culture by developing clear, accurate, and compliant procedures that promote safe work practices, reduce human error, and ensure consistent execution of work.
Key Responsibilities

  • Collaborate with subject matter experts (SMEs), engineers, operations personnel, quality, and Environmental, Health & Safety (EHS) representatives to gather technical content and ensure procedures accurately reflect safe work practices.
  • Ensure all procedures comply with applicable NQA-1, DOD, NRC, OSHA, and internal quality and safety standards.
  • Integrate safety requirements into procedural documents, including hazard identification, personal protective equipment (PPE), lockout/tagout (LOTO), critical steps, hold points, warnings, cautions, and human performance tools where applicable.
  • Format and structure documents for clarity, usability, technical accuracy, and regulatory compliance, minimizing the potential for human error.
  • Maintain document control and revision history in accordance with configuration management and document control protocols.
  • Participate in procedure reviews, field walkdowns, and validation activities to verify technical accuracy, usability, and safe execution of work.
  • Support audits, inspections, and regulatory assessments by providing accurate, traceable, and compliant documentation.
  • Review and incorporate stakeholder feedback to continuously improve procedural content, safety guidance, and operational effectiveness.
  • Assist in training efforts by developing supporting materials, job aids, and procedural references that reinforce safe work practices.
  • Ensure consistency across procedures and alignment with approved work instructions, engineering specifications, quality requirements, and safety expectations.
  • Promote a strong safety culture by proactively identifying procedural improvements that reduce risk, improve compliance, and support safe, reliable operations.

Required Qualifications
  • 5+ years of experience writing procedures in the nuclear, defense, or other highly regulated industries.
  • Experience developing safety-related procedures, hazard mitigation documentation, or other technical documents supporting safe work execution.
  • Strong understanding industrial safety procedures and OSHA and TOSHA regulatory documentation requirements.
  • Demonstrated knowledge of industrial safety principles, human performance concepts, and procedural compliance in a regulated environment.
  • Proficiency in Microsoft Office and electronic document management systems.
  • Excellent written communication, organizational, analytical, and collaboration skills.
  • Strong attention to detail with the ability to translate complex technical information into clear, concise, and user-friendly procedures.

Preferred Qualifications
  • Bachelor's degree in Technical Writing, Engineering, or a related field.
  • Experience supporting DOD or NRC-regulated projects.
  • Certification in Technical Writing or professional documentation standards.
  • Experience with electronic document control systems and configuration management processes.
  • Experience supporting Human Performance Improvement (HPI) initiatives or developing procedures that incorporate error prevention tools.
