Budget Analyst IIIPosition OverviewPremier Enterprise Solutions is seeking a highly skilled Budget Analyst to support the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)). This role provides subject matter expertise in PPBE, financial management, budget formulation, budget execution, acquisition support, and resource management.LocationPentagon (Onsite)Employment TypeFull-TimeKey ResponsibilitiesProvide technical advice and analysis supporting appropriations, budget execution, financial management, and acquisition activities.Analyze requirements, prioritize resources, and execute appropriated funds.Coordinate with OUSD(I&S), OSD, Defense Agencies, and Military Services on budget assessments and estimates.Monitor commitments, obligations, expenditures, and reconcile records with WHS and DFAS reports.Support closure of unliquidated obligations and execution reviews.Prepare PPBE budget exhibits and Congressional Justification Book submissions.Input and validate resource data in SNaP, BIRD, and related systems.Maintain contract files, modifications, and funding documentation.Support CORs with invoicing and funding issues.Review acquisition packages and initiate DAI transactions for MIPRs, IAs, and PRs.Manage portfolio funding valued at approximately $15M to $30M.Review Congressional marks, PBDs, and PDMs and assess impacts.Prepare spend plans, execution reports, dashboards, charts, and leadership briefings.Respond to recurring and ad hoc financial data calls.Support reimbursable Joint Duty Assignment funding requirements.Required QualificationsActive Top Secret clearance with SCI eligibility or ability to obtain and maintain required clearanceBachelor's degree in Finance, Accounting, Business Administration, Economics, Public Administration, Management, or related field.10 years supporting DoD financial management, budgeting, acquisition, or PPBE activities.Experience preparing budget exhibits, spend plans, execution reports, and financial metrics.Experience supporting acquisition planning, MIPRs, IAs, and PRs.Advanced proficiency with Microsoft Excel, PowerPoint, and Word.Preferred QualificationsExperience supporting OUSD(I&S), OSD organizations, DAI, CIS, PRCP, SNaP, BIRD, and Congressional Justification Book development.BenefitsPremier Enterprise Solutions offers full-time employees a comprehensive and competitive benefits package designed to support their health, well-being, and financial future.
