The Preconstruction Manager is a senior leader responsible for driving all preconstruction activities from initial project planning through handoff to the execution team. Based in Abilene, TX, this individual owns the full preconstruction lifecycle - including budgeting, scheduling, estimating, risk assessment, and scope definition - and ensures every project is set up for success before a single cable is pulled. Day-to-day, this role requires close collaboration with clients, architects, engineers, and internal teams to develop sound execution strategies and deliver preconstruction packages that reflect both technical rigor and cost discipline.
This position exists to bring structure, leadership, and strategic thinking to the critical phase that determines a project's ultimate success. The Preconstruction Manager leads the bid process, manages subcontractor and vendor relationships, and presents recommendations to both clients and internal leadership. Their work directly impacts client confidence, project margins, and the company's ability to win and execute complex work efficiently.
The ideal candidate is a seasoned construction professional with deep estimating and preconstruction experience, strong leadership capabilities, and a passion for building high-performing teams. This role supervises preconstruction staff and reports to senior company leadership, while interfacing regularly with owners, project managers, estimators, vendors, and clients.Duties and Responsibilities

  • Ensure the company complies with internal regulations and standardized processes.
  • Lead all preconstruction activities including project planning, budgeting, scheduling, and risk assessment.
  • Develop accurate conceptual and final estimates through collaboration with the Estimating team; provide cost-saving alternatives and thorough risk analyses.
  • Manage the bid process, including subcontractor solicitation, vendor negotiations, and scope definition.
  • Collaborate with clients, architects, engineers, and internal teams to establish project scope and execution strategies.
  • Ensure full compliance with preconstruction processes, including rigorous use of the Project Execution Checklist.
  • Present preconstruction deliverables and recommendations to clients and internal leadership.
  • Supervise and mentor preconstruction staff, promoting quality, consistency, and professional growth.
  • Maintain strong client relationships and support business development efforts as needed.
  • Continuously improve preconstruction practices to drive operational efficiency and excellence.
  • Travel as required by project needs.
Required Experience / Skills
  • 7+ years of progressive experience in preconstruction, estimating, or project management within the construction industry.
  • Proven ability to develop detailed conceptual and hard bid estimates across various project types.
  • Direct experience leading preconstruction efforts and collaborating with owners, architects, and project teams.
  • Familiarity with preconstruction processes and tools, including the Project Execution Checklist or equivalent frameworks.
  • Strong understanding of construction means, methods, materials, and sequencing.
  • Ability to accurately read and interpret blueprints, drawings, and project specifications.
  • Proficiency in construction management software, estimating platforms, and Microsoft Office Suite.
  • Understanding of Agile management methods and practices.
  • Excellent written and verbal communication skills with the ability to present to clients and leadership.
  • Effective negotiation, leadership, and performance management skills.
  • Highly organized with strong analytical, problem-solving, and prioritization abilities.
  • Ability to manage multiple tasks, adapt to shifting priorities, and maintain a positive attitude under pressure.
