Job description

The pre-construction manager provides overall direction and guidance to the business development, estimating, and sales activities of the area while supporting the operational teams in assigned area/projects. The pre-construction manager will be responsible for coordinating the activities of all pre construction techs in assigned area/group. In addition, you will be responsible for the financial and cost performance on estimates assigned to your group. You will work to enhance the skill set and competencies of your team while driving best practices. This position reports to the Vice President of Preconstruction.


Whitaker Construction LLC, founded in 1953, has over 70 years of experience in the heavy civil and underground utility construction industry. Whitaker, an ESOP (Employee Stock Ownership Plan) company, has become one of the largest contractors in the intermountain area with more than 600 employees and nearly 70 crews. We perform sanitary sewer, storm drain, culinary water, irrigation, earthwork, roadway construction, dams, landfills, natural gas pipelines, industrial piping, and telecommunication projects primarily in Utah, Idaho, Nevada, Wyoming, Colorado, and Oregon.


Core Responsibilities:

  • Lead end to end contract processes (proposal - negotiations-contracts)
  • Review proposal specifications and drawings to determine scope of work, which jobs to bid and required contents of estimate.
  • Prepares detailed estimates by completing takeoff, using past cost history, and conferring with field personnel.
  • Support project teams with performance goals, and formal auditing processes (pre-plans, project plans, post job reviews, etc.)
  • Support equipment and personnel requirements for each project. Participate as needed in decisions with operational teams ensuring proper utilization.
  • Support (by inspection or otherwise) financial performance against set budgets / plans for each project in assigned region
  • Prepare detailed reports, information packets and clearly communicate all aspects of the bid to field personnel on bids that are awarded.
  • Visit work sites to ensure best practice and future estimate accuracy.
  • Review design options and recommend best solution based on cost, engineering quality of availability of materials.
  • Independently estimates a large sized project.
  • Supports other department personnel as required.
  • Regular and timely attendance


Supervisor Duties

  • Planning, assigning, and directing work.
  • Assist with interviewing and hiring process as necessary.
  • Ensure contracts are negotiated and administered in accordance with applicable laws, regulations, and internal policies and procedures
  • Advise Management on contractual rights and obligations
  • Evaluate/review all bids for conformity with contract requirements and specifications. Make recommendations; consult on specifications for projects, equipment, and facilities.
  • Willingness to develop the teams, technical and leadership skills and make recommendations for new job opportunities when appropriate.
  • Effective management of employee performance through coaching, feedback (written and verbal), rewards, and discipline when necessary.
  • Collaborate with the workforce development team to increase skills sets in your team utilizing succession planning and individual development plans.
  • Addressing complaints and resolving problems in a timely manner.
  • Ability to get work done through others using effective delegation, scheduling, and time management practices.


Requirements and Qualifications:

  • A minimum of five (5) years construction estimating experience required.
  • Previous team leadership experience preferred.
  • Engineering degree or equivalent combinations of technical training and experience preferred.
  • Demonstrate proficiency with estimating and bidding software i.e. Bid to Win.
  • Ability to work independently and in a team environment.
  • Ability to read and interpret blueprints, specifications and contracts.
  • Skills needed include leadership, problem solving, decision making and organization.
  • Professional ethics, tact, and courtesy in dealing with management, team members, vendors and internal and external customers.
