Description

Chevo is hiring a Portfolio Manager to support a DHS customer.  You will be responsible for Component engagement and ensuring work performed by the customer is aligned with Component priorities throughout the research and development (R&D) lifecycle. The Portfolio Manager will coordinate with the Program Managers and others across the organization to ensure R&D projects meet the needs and priorities of the Component.  

Duties and Responsibilities: 

• Assist Components through Research, Development, Test and Evaluation (RDT&E) Need intake and requirement prioritization, and coordinates with internal partners to understand Component needs, apply a deliberate approach to address needs, and support project planning, execution, delivery, and transition of solutions. 
• Facilitate the integrated project team (IPT) process with Components. 
• Coordinates Senior Leadership engagements between customer and Components. 
• Facilitate engagements with senior customer SMEs and Component designees to identify and prioritize RDT&E Needs. 
• Identify strategic priorities and alignment of portfolios to DHS strategic mission areas. 
• Coordinate and leverage internal support to understand and address Component needs and requirements, identify subject matter expertise, apply business processes to develop solution approaches, recommend resourcing, and contribute to project plans, solution execution, and delivery. 
• Prepare reports and presentations to inform the Component of the breadth of customer services and subject matter expertise available. 
• Coordinate meetings, reports, materials, and presentations to keep the Component informed of how the customer is directly addressing their specific RDT&E Needs throughout the RDT&E lifecycle.  
• Develop, review and obtain approvals for portfolio manager materials including briefs/presentations, meeting agendas, read-ahead packages, white papers, program/project/activity fact sheets and quad charts, senior leadership correspondence, year in review, and other artifacts. 
• Conduct portfolio-level reviews of program/project/activity status. 
• Facilitate the development of agreements (IPT Charters, Memorandum of Agreement, Memorandum of Understanding) with Components. 
• Organize and document Component RDT&E Needs resulting from the IPT process. 
• Support the Planning, Programming, Budgeting and Execution (PPBE) process by reviewing program and project funding, justification narratives, and budget proposals in collaboration with internal partners. 
• Maintain awareness of all component engagements and Component projects. conducted or supported by the customer to ensure a complete portfolio account. 
• Manage the requirements process in accordance with the customer's Business Process Flow (BPF). 
• Assist in gathering information to perform the intake of Components' operational capability RDT&E Needs and development of R&D-relevant requirements to help guide internal entities in forming approaches and executing solutions. 
• Assist in gathering information, as required, to support capability analysis, complex system-of-systems data analytics, and technology maturity analysis to inform DHS Components' operations and acquisition, DHS enterprise-level investment strategies, policies, and decisions.

Requirements

 Required Qualifications:  

• Active secret clearance. 
• Bachelor's degree from an accredited college or university. 
• 7+ years of experience supporting DHS and other Federal, state, local, tribal and territorial agencies. 
• Wide-range of experience including project management, financial and business knowledge, and extensive knowledge of DHS and other Federal, state, local, tribal and territorial agencies. 
• R&D lifecycle skillset is required to fulfill support.  This includes (but not limited to knowledge in): requirements generation, technology scouting, solution identification, R&D management, technology transition, systems engineering, and compliance with laws, regulations, policies.  
• Experience supporting RDT&E activities involving advanced technologies.  This includes (but not limited to): artificial intelligence and machine learning; command, control, and communications; non-intrusive sensing; position, navigation, and timing; counter transnational organized crime; modeling and simulation; unmanned aerial systems; communications interoperability; remote imagery analysis; quantum computing; chemical and explosive threats; biometrics; digital forensics; and digital twins. 
• Expertise to lead, coordinate, develop, conduct, support, and review DHS Component-specific missions.  
• Knowledge and specific expertise in one or more domains such as cybersecurity, social sciences, counterterrorism, human trafficking, emergency management, public health, biotechnology, and critical infrastructure. 
• Ability to perform financial and data analysis, data validation, and ad-hoc reporting 
• High level of proficiency in the use of Microsoft Office products, applications, and services, including but not limited to Microsoft Teams, SharePoint, Word, Excel, PowerPoint, Project, and Outlook.  
• High level of proficiency in the use of Adobe Pro. 

Desired Qualifications:   

• Working knowledge of workflow systems such as ServiceNow.  
• Ability to create and manage dashboards and work with data using tools such as Tableau and Microsoft PowerBI. 
• DHS suitability.

Work Environment:  Work will be performed onsite at St. Elizabeth's Campus in SE DC.  Due to the sensitive nature of the work environment, candidates must have an active Secret clearance.  Hybrid may be an option but is not guaranteed. Occasional travel outside of the DC metro area may be required. 

SALARY RANGE: $100K To $120K (subject to change)
