About the opportunity
SWCA Environmental Consultants is seeking an Environmental Compliance Vice President-Construction Services to lead and scale a companywide environmental Construction Services program built within Program Management in the Delivery Organization. This is a hybrid or distributed position reporting to the Chief Delivery Officer (CDO).
This role provides national leadership over a highly matrixed organization, working across regions, disciplines, and functions to deliver consistent, high-quality construction-phase environmental services. The Environmental Compliance VP-Construction Services will focus on four key elements to drive successful growth for their team and for the company: scaling Construction Services, client focus and growth, talent development, and collaboration. The Vice President will lead through influence-partnering across Client Services, Operations, Science & Technical, Technology, Finance, and People teams-while building clarity, structure, and alignment within a shared-resource model. The successful candidate will bring unique people and organizational leadership to SWCA by championing the organizational culture, enabling excellence in project execution, and driving the talent strategy. The VP must also be able to translate market and client intelligence into internal strategies that inform growth opportunities with existing and future clients.
Construction Services supports clients during the construction planning and execution phases and helps projects move smoothly from permitting into execution-so work stays compliant, risk is reduced, and issues are identified and addressed in real time. SWCA frequently supports owner teams and works alongside EPC and contractor teams to deliver field-based environmental compliance, monitoring, and reporting at scale. Importantly, this role is not an EPC (Engineering, Procurement, and Construction) leadership position. Primary services include development of environmental compliance plans (including SWPPP planning, design, and permitting), permit variance and change management, pre-construction environmental clearance surveys, construction monitoring and reporting (EIs, CR/NR/Paleo, SWPPP monitors), air, water, noise, and soil monitoring, vegetation management and plant salvage, reclamation and restoration, and review/input into environmental construction-related project and permit documents.
This is a full-time, regular (with benefits), salaried position with ability to work as a distributed (remote) employee in the Domestic US.

What you will accomplish
  • Leads the Construction Services program as a national, matrixed operating model, aligning regional leaders, program managers, and shared resources across the organization.
  • Builds and lead a collaborative leadership team, including both regional and strategic growth leaders, within SWCA's matrixed delivery environment.
  • Establishes consistent program infrastructure to support scale, including:
  • Clear decision-making frameworks and accountability
  • Pricing guidelines aligned to risk, quality, and delivery outcomes
  • Talent development and career pathways for construction-focused staff
  • Data visibility, reporting standards, and technology enablement
  • Builds scalable approaches for teaming partner/subcontractor coordination (including onboarding, performance expectations, and issue escalation) to support delivery on large, complex projects.
  • Partners with Technology and Finance to expand program visibility and controls, including field data collection and dashboarding, and financial/operational reporting that helps teams manage execution risk.
  • Drives alignment between national program strategy and regional delivery needs while respecting and leveraging local expertise.
  • Partners across functions to reduce delivery risk, maintain quality, and enable sustainable growth as construction-phase opportunities continue to scale.
  • Serves as an executive sponsor for Construction Services internally and externally, ensuring strong integration with SWCA's broader delivery ecosystem.
  • Embodies and represents SWCA Core Values to our clients, regulators, and staff
  • Leads teams that are multi-level, multi-discipline groups, focused on delivery and execution of client/service line projects
  • Supervises, manages, and mentors Program Management Directors, while providing oversight, guidance, and high-level course correction on complex and risk-laden issues related to projects, finance, and operations.
  • Maintains, grows, and expands program based on strategic client approach and market drivers
  • Accountable for program execution and delivery performance.
  • Works with Finance and Accounting to drive process improvements for contract vehicles, and to manage profitability goals. Leads the business planning cycle, conducts regular forecasts, and maintains team Key Performance Indicators.
  • Serves as a seasoned expert, leveraging experience to counsel, and advise executive leadership on relevant strategies and policies. Provides technical leadership on major client projects at a national/ regional level, including acting as a Subject Matter Expert (SME) for client-related service areas, and ensuring appropriate SME coverage for project within all the programs.
  • Engages in strategic workforce planning to ensure Construction Services Core Teams maintain appropriate hiring pace to serve client needs. Collaborates with our recruiting and HR departments to streamline hiring and onboarding.
  • Serves as a steward of the organization's culture by accelerating the development of others through coaching, mentorship, and skill-building.
  • Works closely with our Quality Director to develop and maintain quality (success) criteria
  • Meets with core team and clients regularly to review performance and improve quality and execution.
  • Identifies opportunities for expansion, acquisitions, strategic partnerships, and pivotal hires.
  • Collaborates effectively with Vice Presidents and Directors to solve client needs while strengthening internal and external relations.
  • Collaborates with appropriate SWCA leadership to develop strategies and sales projections/goals to support short and long-term business objectives.
  • Champions SWCA's Safety Culture and consistent field implementation across programs.
  • Establish and maintain standards for construction site safety enablement (baseline training and project-specific requirements), working in close coordination with Safety/EHS and delivery leaders.

Experience and qualifications for success
  • Bachelor's degree in a related field (environmental science, civil or environmental engineering, planning, biology, ecology, archaeology, or similar).
  • Minimum of 15 years of experience in the environmental sector
  • 10+ years of progressive leadership experience in environmental construction services, construction-phase delivery, and/or construction of large capital projects.
  • Demonstrated success leading matrixed teams, including alignment across regions, disciplines, and functions without sole reliance on direct authority.
  • Proven ability to drive collaboration, accountability, and results in a distributed shared-resource environment.
  • Strong consulting and business acumen, with experience balancing delivery execution, client needs, financial performance, and people development.
  • Solid understanding of financial metrics, completing a business plan, and implementing the plan.
  • Subject Matter Expert for construction-related service areas.
  • Demonstrated business development success and consulting acumen, including substantial established credibility with federal and state reviewing agencies and clients, as well as success in proposal writing.
  • Ability to travel as needed, for an estimated 20% of the time.

Highly Preferred
  • Experience building or scaling large national programs (50+people) within a matrixed organizational structure.
  • Track record of collaborative leadership across multiple leadership groups and stakeholder sets.
  • Deep experience with construction-phase environmental services and regulatory frameworks.
  • Proven experience managing distributed employees and large, multi-disciplinary teams
  • Demonstrated working knowledge of federal, state, and local regulations pertaining to environmental compliance

An employee in this US-based position can expect a salary of $195,769.60-$229,299/year. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law.
