Essential Job Duties
The Senior Project Manager is a strategic leader responsible for directing the University's capital construction portfolio from inception to completion. This role oversees projects ranging from $100,000 to over $200 million, ensuring they are delivered on time, within budget, and in compliance with federal, state, and local building codes.
As a senior-level leader, the Senior Project Manager manages high-stakes design and construction contracts, provides mentorship to junior project management staff, and drives operational excellence across the Facilities Division. This is a dynamic opportunity for a results-driven professional who thrives in a fast-paced, collaborative environment and wants to make a lasting impact on the University's built environment.

Key responsibilities and duties include, but are not limited to:
  • Lead the full construction lifecycle of multiple complex capital construction projects, ensuring milestones and budgetary targets are met.
  • Develop detailed action plans and schedules, prioritizing project needs to meet emerging University objectives.
  • Identify, analyze, and resolve critical issues involving budget, schedule, or scope with minimal supervision.
  • Coordinate site logistics to minimize disruption to campus operations while maintaining project progress.
  • Administer and coordinate design and construction contracts, managing professional service firms to ensure compliance with cost, schedule, and quality standards.
  • Enforce University Design and Construction Guidelines, ensuring work meets project specifications and architectural standards.
  • Facilitate timely decision-making to maintain project momentum and protect the University's financial interests.
  • Mentor junior project managers by providing guidance on project management best practices, problem-solving, and professional decision-making.
  • Build consensus among varied stakeholders, resolving design errors, unforeseen conditions, and owner requests efficiently.
  • Serve as a primary liaison to campus partners and clients, using strong communication and negotiation skills to clarify complex contract requirements.
  • Ensure all construction work complies with federal, state, and local building codes, as well as University-specific regulations.
  • Read and interpret complex construction drawings and specifications to provide technical evaluations and recommendations.
  • Deliver clear, comprehensive updates through written and verbal reporting to keep leadership informed of project status, risks, and budget.
  • Apply sound professional judgment to resolve issues that may impede progress while maintaining realistic project timelines and impacts.

  • Ensures that projects are completed on time, within budget, and in compliance with all project requirements, while minimizing disruptions to campus activities.
  • This position requires the ability to prepare for emerging needs, manage multiple projects, determine project urgency in a meaningful and practical way, use goals to guide actions and create detailed action plans, and organize and schedule people and tasks.
  • This position also has direct responsibility for the administration and coordination of design and construction contracts and the professionals that they govern.

Qualifications
Minimum Education and Experience
  • Bachelor's degree in Engineering, Architecture, Construction Management, or related discipline with experience in construction management or related field.

Other Required Qualifications
  • Proficient knowledge of standard design and construction practices and have both office and field experience.
  • Effective oral and written communication skills.
  • Ability to proficiently operate a personal computer and a variety of software for email, word processing, spreadsheets, databases & information collection. Working knowledge of Microsoft Office is required.

Preferred Qualifications
  • Experience in construction management or a related field.
  • Licensure as a registered professional engineer/architect.
  • Advanced working knowledge of design and construction administration, including safety, scheduling, contract enforcement, requests for information, submittals, change orders, payments, inspections, occupant move-in, and contract closeout.
  • Working knowledge of building systems, including but not limited to architectural, mechanical, electrical, life safety (fire alarm and sprinkler), site utilities, security, communications, and conveyance systems.
  • Knowledge of NC building codes/standards and ordinances related to construction in the state government/university setting.
  • Experience with State Construction Office policies and procedures concerning the design, procurement, and construction of state assets.
  • Experience with collaboration, communication, and coordination as it relates to customer interaction/service, campus stakeholder engagement, and construction meetings (pre-bid, bid opening, pre-installation, progress, inspections, and final occupancy).
