Job Description:

What will you work on?

Reporting to the Director, Project Management Office (PMO), the Manager, Portfolio Governance and Operations will lead the day-to-day governance and operational management of Spin Master's global IT portfolio.

This role is responsible for ensuring consistent governance, financial discipline, portfolio visibility, and reporting across IT initiatives. You will work closely with Project Managers, Business Relationship Management, Finance, IT leaders, and business stakeholders to ensure projects move through the PMO lifecycle with the right level of oversight, information, and accountability.

You will own key PMO processes including Intake, Estimates & Sizing, Stage Gates, portfolio financial management, executive reporting, and governance standards, while driving the effective use of Jira and Confluence as the PMO's core tools for portfolio management and reporting.

This is not a traditional project delivery role. The focus is on managing the health, governance, financials, and operations of the overall IT portfolio and continuously improving how the PMO operates.
How will you create impact?

  • Own and manage the day-to-day PMO portfolio governance process, from Intake and Estimates & Sizing through Stage Gates and project closure.

  • Manage the IT portfolio governance calendar and ensure projects are prepared for key governance reviews, decisions, and approvals.

  • Lead portfolio-level financial tracking, forecasting, budget reporting, and reconciliation, partnering closely with Project Managers, IT Finance, Procurement, and business stakeholders.

  • Monitor project budgets, actuals, forecasts, CAPEX/OPEX, purchase orders, and financial variances, proactively identifying issues requiring action or escalation.

  • Own and prepare portfolio and executive reporting, including project health, financials, risks, milestones, capacity, and key decisions required.

  • Support the Director, IT PMO with portfolio reporting and materials for CIO, VP, Prioritization Committee, and other executive governance forums.

  • Own PMO reporting standards and dashboards across Jira, Confluence, EasyBI/Power BI, ensuring portfolio data is accurate, current, and executive-ready.

  • Drive Jira and Confluence governance across the PMO, including project setup, data standards, reporting structures, and overall data quality.

  • Review project artifacts including Business Cases, Charters, RAID logs, status reports, change requests, financials, and Closure Reports to ensure they meet PMO standards.

  • Partner with Project Managers to identify governance gaps, financial risks, reporting issues, and required corrective actions.

  • Maintain and continuously improve PMO templates, processes, standards, and ways of working.

  • Track portfolio capacity, resource demand, project pipeline, and upcoming delivery needs to support portfolio planning and prioritization.

  • Support annual IT planning and prioritization activities, including portfolio data, financial information, project pipeline, and governance readiness.

  • Provide PMO guidance and coaching to Project Managers and project teams to drive consistency and strengthen governance practices.

  • Support audit and compliance requirements related to project governance, financial controls, and PMO documentation.

  • Identify opportunities to automate and improve PMO reporting, processes, and portfolio visibility.


What are your skills and experience?

  • 5+ years of progressive experience in PMO, portfolio governance, project/program management, financial management, or a related IT delivery function.

  • Post-secondary education in Business, Technology, Finance, Project Management, or a related discipline.

  • Experience working within a large enterprise IT environment.

  • PMP, CAPM, Agile, or related project/portfolio certification is an asset.

  • Experience working with enterprise platforms and environments such as SAP is an asset.

  • Experience within consumer products, retail, manufacturing, digital, or entertainment industries is an asset.

The anticipated pay range for candidates who will work in Ontario is $95,000 to $105,000 Per Annum. The offered pay to a successful candidate will be dependent on several factors that may include but are not limited to years of experience within the job, years of experience within the required industry, education, etc. Spin Master Inc. is a multi-state employer, and this salary range may not reflect positions that work only in other states.
