Position Summary
Loudoun County, Virginia, one of the fastest-growing and most dynamic counties in the nation, is seeking an exceptional and dedicated Deputy Program Manager / Project Controls Manager to join its newly established Program Management Office (PMO). This PMO will serve as a strategic partner to the Department of Transportation and Capital Infrastructure (DTCI), supporting a capital portfolio of more than 300 active transportation and facilities projects valued at over $4 billion.
This is a unique opportunity to help transform the Countys capital delivery operations from a reactive, project-by-project model into a proactive, strategically governed, performancedriven program.
The Deputy Program Manager / Project Controls Manager (DPM/PCM) serves as a senior leader within the PMO and the primary authority over the Countys program controls functions. Working fully embedded with DTCI staff during normal business hours, the DPM/PCM ensures disciplined, transparent, and standardized oversight of scope, schedule, cost, risk, and performance for the entire capital program.
The selected professional will support development of the Program Management Plan (PgMP), guide implementation of project management standards, and lead reporting, forecasting, and governance processes essential to executive decisionmaking. This position also serves as the PMOs secondincommand, supporting the Program Manager in all aspects of program operations.
Key Responsibilities

Program Controls & Analytics

  • Lead the deployment and management of integrated cost, schedule, scope, and risk tracking systems across the capital portfolio.
  • Maintain the Countys master program schedule, including dependencies, milestones, and critical path analysis.
  • Oversee monthly financial reporting, including budget, commitments, expenditures, variances, and forecasts.
Governance & Reporting

  • Produce advanced dashboards, performance metrics, trend analyses, and executive decisionsupport reports using Countyapproved systems (eBuilder/Trimble, Oracle, Microsoft 365).
  • Support monthly, biweekly, and quarterly leadership reporting cycles, including preparation of quarterly portfolio reviews for County leadership and the Board of Supervisors.
Process & Standards Development

  • Contribute to the creation and improvement of PMO Standard Operating Procedures (SOPs) covering project initiation, cost estimating, scheduling, change control, configuration management, and risk management.
  • Support development and maintenance of the Program Management Plan (PgMP) and Project Management Plan (PMP) templates.
Cost Estimating & Cash Flow Forecasting

  • Support development of cost estimates for capital planning, project initiation forms, and ad hoc requests; ensure assumptions are documented and vetted.
  • Assist in annual and ongoing cash flow forecasting submitted to the Office of Management and Budget (OMB).
PMO Leadership & Staff Support

  • Serve as the PMO lead when the Program Manager is unavailable.
  • Provide mentoring, training, and capabilitybuilding for County project managers and staff.
  • Support pilot project baselining for early implementation of new PMO methodologies.
Minimum Qualifications

  • 10 years experience in program management, project controls, or portfolio oversight for largescale infrastructure programs (transportation and/or facilities).
  • Demonstrated proficiency with cost, schedule, and performance management systems.
  • Experience with eBuilder/Trimble, Oracle, and Microsoft Office 365 tools preferred.
  • Ability to operate effectively in a fastpaced environment with multiple concurrent priorities.
  • Bachelors degree in engineering, construction management, project management, business administration, or a related field.
  • Professional certifications such as PMP, PMISP, CCP, EVP, or PSP in Virginia are strongly preferred.
