The PMC NEPA Liaison will serve as a senior environmental lead within the DOT Program Management Contract (PMC). This role is responsible for reviewing, mentoring, and guiding consultants to confirm environmental documentation aligns with federal and state requirements, supporting successful FHWA approval of NEPA documents.
We are seeking a candidate who is collaborative, proactive, and solutions-oriented, with the ability to work effectively across teams and agencies to identify and troubleshoot issues early, optimizing project schedules and outcomes.

What You'll Do:

  • Responsible for development of the project scope and fee quotation and assists in the preparation of technical proposals and contracts in accordance with HNTB's Sophisticated Contracting Approach (SCA).
  • Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client's satisfaction. Leads client contract scoping and negotiations.
  • Leads and prepares design documents, technical plans, and written reports on projects.
  • Implements the firm's project delivery plan using HNTB's Sophisticated Delivery Approach (SDA) on each project. Leads the development and the execution of the project management plan. Supervises and mentors team to overall project objectives.
  • Responsible for/oversees project staffing, including, but not limited to; recruitment, hiring, development, retention, and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
  • Partners with Client Service Leaders and pursuit champions to assist with business development, building client relationships and pursuit efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the project team and marketing resources to prepare appropriate proposal and presentation materials. Leads proposal development and interview presentations for mini-mega, mega or super mega projects to the client as well as general presentations within the industry and community.
  • May be responsible for the recruitment, hiring, development and retention of staff, including development of plan for staff reporting, performance and compensation reviews, and succession.
  • Typically responsible for management of project team(s) for one or more mini-mega ($1M to <$5M) projects or mega ($5M to < $25M) projects, or may lead or serve in a key discipline lead role on a super mega (> $25M) project management team.
  • Performs other duties as assigned.

What You'll Need:

  • Bachelor's degree in Planning, Landscape Architecture, Urban Design, Engineering, Geology, Biology, Environmental Science, Anthropology, Archaeology, or related field and 12 years relevant experience
  • 4 years of successful management of projects

What You'll Bring:

  • Lead document preparation and delivery efforts under the National Environmental Policy Act (NEPA), including Categorical Exclusions (CEs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs).
  • Act as an environmental project manager, responsible for managing scope, schedule, and budget across assigned projects.
  • Oversee and mentor staff and consultants involved in environmental project management activities.
  • Review and provide strategic guidance on environmental documentation, ensuring alignment with project goals and regulatory standards.
  • Collaborate with technical leads and external partners to support timely and compliant NEPA approvals.
  • Implement the DOT Plan Development Process (PDP), including TDOT's environmental procedure manuals.
  • Engage with local municipalities, state and federal agencies, including TDOT's Environmental Division, FHWA, State Historic Preservation Office, and the U.S. Army Corps of Engineers.
  • Apply expertise in Section 4(f) and Land and Water Conservation Fund Section 6(f) policies and regulations.
  • Conduct policy analysis, contribute to technical writing, and support public involvement and stakeholder engagement efforts.
  • Foster a positive and collaborative working relationship with agencies, DOTs, and project partners.

What We Prefer:

  • Experience in Transportation Project Management, NEPA document development, or Transportation Planning, or related field.
  • American Institute of Certified Planner (AICP), Certified Environmental Professional (CEP)
  • Familiarity with TDOT's Environmental Permits Section and permitting procedures
  • Experience working within a PMC structure or on TDOT projects.
  • 15 years relevant experience
